Africa

Countries in Africa that had experienced serious political problems in 1998 continued to do so in 1999, although in some cases the situation improved slightly during the year. The political problems of the continent, mostly brought about by ethnic conflict, were mitigated by some successful efforts by the United Nations, as well as by regional organizations and others, to negotiate settlements between warring factions. Advances were made in the search for negotiated solutions in Sierra Leone and the Democratic Republic of the Congo (DRC) and between Ethiopia and Eritrea, opening a possible path towards sustainable peace in those troubled areas. Despite the progress that generated cautious optimism about the future, tensions remained high and warfare continued in a number of countries.
