The volume of literature on water-related forest ecosystem services has grown substantially over the past two decades. Some of this literature addresses the increasing use of marketbased approaches for supporting the provision of such services, including PES in particular (see Chapter 4 for details on PES and other market-based approaches). These voluntary approaches integrate a robust regulatory framework that has been developed over time in those countries in Europe and North America where water and management of water resources are traditionally regulated by law. International, regional and national levels of regulatory frameworks need to be taken into account when considering the relevant regulatory framework for forest-water interactions – including the foundation for the development of PES mechanisms or market-based initiatives. Although defining a precise and exhaustive regulatory framework for forest-water relationships is challenging, this chapter aims to summarize some of the most significant initiatives that have been developed and adopted in the UNECE region.
