In the 2011 Population and Housing Census for the firsttime in Austria’s census history information on persons, buildings and dwellings was derived exclusively from administrative and statistical registers. Ten years earlier, the census was conducted as a traditional enumeration, with questionnaires and enumerators. The transition from the traditional census to a register-based census was implemented in a relatively short time. This Annex describes the general conditions and the legal framework of the transition, and presents a brief description of the register-based census model.
