The Convention is the first universally11 legally binding human rights instrument12 concerning enforced disappearance. It spells out in detail States parties’ obligations vis-à-vis this phenomenon, which qualifies as a crime under international law and a gross human rights violation, as well as the corresponding victims’ fundamental rights.
