Main challenges

Having taken stock of different regional integration processes, it is clear that there are ongoing challenges to the achievement of more liberalized movement of persons. Many of these challenges are common to various countries and regions, while some are more relevant to specific States and/ or regions. In this section, challenges will be examined in terms of negotiations on regional integration processes, policy coherence and capacity.
