The Anti-Personnel Mine Ban Convention marks the world’s first legal obligation to provide victim assistance for the survivor population of that particular weapon system. In 1998, the International Committee of the Red Cross estimated that landmines were killing or injuring more than 24,000 people per year118 and the United States Department of State labelled landmines “one of the most toxic and widespread pollution[s] facing mankind”,119 with victims who are mostly civilian.
