Chapter 14 shows that many actions de- fined within the water sector also require decisions by leaders and policy-makers outside the sector. Furthermore, external drivers and policies related to sectors that affect overall economic diversification – such as agriculture, trade, energy, health, housing, finance and social protection – have more impact on water management than do many policies championed and implemented by water-related ministries.1 The preceding parts of this Report demonstrate the complex links between those external drivers and water.
