Cross-cutting issue: safer rural transport

Inadequate rural transport creates a major constraint on economic development and is a significant contributor to poverty in many regions.114 Enhancing rural transport and accessibility is critical for economic growth and social development (Starkey and Hine, 2014). It is mostly important in rural areas of Ethiopia, since a large share of the population - 79.24% - is situated there with minimal social and economic opportunities.
