This chapter attempts a quantitative measurement of the state of knowledge in Arab countries, focusing on knowledge capital, the core of the knowledge production process. Ideally, the chapter would provide the most accurate assessment possible of the state of knowledge in Arab countries at the beginning of the 21st century. Yet in practice this attempt faces many serious difficulties. The first is the poor database on knowledge, particularly on the quality of human capital accumulated through education. Another data gap relates to the quantity and quality of knowledge production in Arab countries: the information base on these aspects is woefully short on accurate and up-todate data comparable across time and space. These gaps underscore that the establishment of such databases is one of the most pressing priorities in building the Arab knowledge society.
