On 21 December 1990, the United Nations General Assembly adopted the International Development Strategy (IDS) for the Fourth UN Development Decade, extending from 1 January 1991 until the end of the century. FAO was actively involved in the preparation of the IDS, particularly by contributing a long-term strategy for food and agriculture. A further step in this process was the 18th Special Session of the UN General Assembly, held from 28 April to 1 May 1990 and devoted to international cooperation, in particular to the revitalization of the economic growth and development of developing countries.
