The International Law Commission completed the first reading of a set of 19 draft articles on diplomatic protection at its fifty-sixth session, held in 2004. The Commission subsequently decided, in accordance with articles 16 and 21 of its statute, to transmit the draft articles, through the Secretary-General, to Governments for comments and observations, with the request that such comments and observations be submitted to the Secretary-General by 1 January 2006. By a note dated 19 October 2004, the Secretariat invited Governments to submit their written comments by 1 January 2006. As at 26 January 2006, written comments had been received from the following 11 States: Austria, El Salvador, Guatemala, Mexico, Morocco, the Netherlands, Norway, on behalf of the Nordic countries (Denmark, Finland, Iceland, Norway and Sweden), Panama, Qatar, United States of America and Uzbekistan.
