Prosecutorial authorities perform an important watchdog role in a democracy. Not only are they central to ensuring law and order, they are also an important means of ensuring that holders of public power do not abuse their powers through corruption, mismanagement of state resources and other forms of abuse of the state machinery. For a prosecutorial authority to exercise its functions effectively, it must itself be accountable and operate independently and efficiently.
