Developing Effective Public Sector Leadership

One of the most critical elements for the success of post-conflict reconstruction is the presence of capable leaders, at all levels of government, who are committed to transforming conflict into peaceful coexistence and collaboration. Yet as energy is exerted on peace negotiations, peacekeeping operations and basic humanitarian assistance, too little attention is paid to cultivating effective leaders and promoting respect for institutions. Instead, the conversation is dominated by discussion about how parties to the conflict should share power and wealth. This approach often reignites conflict, demonstrating the need to focus more sharply on leadership transformation and capacity-building.
