Building Effective Public Administration Institutions

Institutions are generally defined as the rules of the game in economic, political and social interactions. Put another way, they equate to the formal (e.g., the constitution and party systems) rules and procedures governing human behavior. In governance, institutions encompass (i) all standard operating procedures of governments, (ii) more overarching structures of State, and (iii) a nation’s normative social order (Ikenberry 1988).
