Policy recommendations

The dominant theme of this report is how to organize elections in a credible, fair and transparent fashion amid an environment of wide diversity— whether in ethnicity, religion, region, class, gender or age. As democracy has deepened in Africa, elections have occupied a central place. Elections have become more regular but also more closely contested, making them tinder boxes that must be sensitively organized— and occasionally doused.
