The first direct international engagement began in 1993 in response to the military coup d’état led by General Raoul Cédras and the Front pour l’Avancement et le Progrès d’Haiti (Front for the Advancement of Progress in Haiti, FRAPH) against the then Haitian president Jean Bertrand Aristide (see Dupuy, 2007). Following the establishment of the joint United Nations/Organization of American States (OAS) Civilian Mission to Haiti (MICIVIH) to monitor the human rights situation in 1993, the UN Security Council established a United Nations peacekeeping operation – the United Nations Mission in Haiti (UNMIH) at the end of 1994. The mandate of the operation was to assist the democratic government of Haiti in fulfilling its responsibilities in connection with: first, sustaining the secure and stable environment that was established by UNMIH, including providing protection for international personnel and key installations; and second, the professionalization of the Haitian armed forces and the creation of a separate police force (see United Nations, 1996). UNMIH was also mandated to assist the legitimate constitutional authorities of Haiti in establishing an environment conducive to the organization of free and fair legislative elections, to be called by those authorities. Following the 1995 elections in Haiti, UNMIH was gradually disengaged and replaced from 1996 to 2000 by what were essentially police training and monitoring operations (UNSMIH, UNTMIH, MIPONUH), since one of President Aristide’s first initiatives upon returning to office was the dissolution of the army.
