In 1998, the International Fund for Agricultural Development (IFAD) continued to promote the economic advancement of the rural poor, mainly by improving the productivity of on-and off-farm activities. Established as a specialized agency of the United Nations in 1977 [YUN 1977, p. 1161], IFAD made efforts to design and implement innovative, cost-effective and replicable programmes that had a sustainable impact.
