During 1985, the economic policy of Mexico was tom between two objectives that it was unable to reconcile. One was to reactivate production and employment to meet the unsatisfied economic and social demands of a rapidly increasing population and the other, to continue the adjustment process in order to check the vast imbalances that had created the crisis in 1982. The adverse relationship with the international economy limited the scope for action and so it was not possible to attain either of these objectives.
