In principle, exchange policy does not envisage objectives of a fiscal character and in any case such aims are rarely stated officially. Nevertheless, there have been major repercussions of this kind since the adoption of exchange controls and it is clear that fiscal considerations have not only contributed to the permanency of controls but have also inspired the reform of such systems.
