At the first special session of the General Assembly devoted to disarmament, held in the spring of 1978, the delegation of France submitted a memorandum in which it proposed the establishment of an international satellite monitoring agency by means of which the use of observation satellites within the framework of disarmament would be placed at the service of the international community. The General Assembly noted the proposal in paragraph 125 (d) of the Final Document adopted at the end of its special session and at its thirty-third regular session it adopted resolution 33/71 J in which, inter alia, it requested the Secretary-General to undertake, with the assistance of qualified governmental experts, a study on the technical, legal and financial implications of establishing an international satellite monitoring agency.
