A number of important policy issues relating to physical and social infrastructure, which lie beyond the more immediate financial, managerial and institutional concerns discussed in the preceding chapter, have also aquired increasing importance in the region. Four such broad subjects are addressed in this chapter: special problems relating to infrastructure development in the least developed and Pacific island economies; technology and human resources; environmental impact; and regional co-operation.
