Institutional development has become increasingly recognized as an integral part of successful developmental strategies. The fundamental role of institutions in providing the right framework for regional integration has also been widely acknowledged. While a consensus exists on the importance of a clear vision and well defined institutional building blocks to achieve regional integration, the reality in Africa raises questions on whether institutions have played their expected role. Integration in general, and the contribution of regional economic communities as part of the institutional frame work in particular, have been hampered. Four concerns have come to the fore:
