The 2008 World Public Sector Report, People Matter: Civic Engagement in Public Governance centres on civic engagement in public governance and begins by contrasting ‘corporate governance’ and ‘public governance’. In contrast to corporate governance, the Report argues that the institutions and processes of public governance should aim systematically at enhancing public welfare fully and equitably.
