This study was carried out during the months of November and December 2004. As the lead consultant, the author of this report conducted a ten-day visit to Angola and Zambia, respectively. The purpose of the field missions was to gather information through individual and group interviews and meetings with key stakeholders, as well as to assemble official publications and statistical data from various secondary sources.
