No Escape II: The Way Forward - Bringing Climate Solutions to the Frontlines of Conflict and Displacement
This report warns that climate shocks are undermining chances of recovery, increasing humanitarian needs, and amplifying the risks of repeated displacement. By mid-2025, 117 million people had been displaced by war, violence and persecution. Three in four of them are living in countries facing high-to-extreme exposure to climate-related hazards. Over the past 10 years, weather-related disasters have caused some 250 million internal displacements – equivalent to around 70,000 displacements per day. Whether it is floods sweeping South Sudan and Brazil, record-breaking heat in Kenya and Pakistan, or water shortages in Chad and Ethiopia, extreme weather is pushing already fragile communities to the brink. Environmental degradation is deepening the challenges communities are facing. New data in the report reveals that three-quarters of Africa’s land is deteriorating, and more than half of the continent’s settlements for refugees and internally displaced people are located in areas under severe ecological stress. This is shrinking access to food, water and income. In parts of the Sahel, communities report that climate-linked livelihood losses are driving recruitment into armed groups, showing how environmental stress can fuel cycles of conflict and displacement.
Gender Alert: ‘Last and Least’ - Gender Dimensions of Food Insecurity in Sudan
This gender alert analyses how food insecurity and conflict in Sudan are deepening gender inequalities. The report draws on field testimonies, rapid gender analysis, and data from humanitarian partners to highlight how women and girls are disproportionately affected by one of the world’s worst food crises. Female-headed households are three times more likely than male-headed ones to face extreme hunger, and 74 per cent of girls are out of school. The collapse of livelihoods, markets, and health systems has exposed women and girls to intersecting risks of malnutrition, displacement, and gender-based violence (GBV). Despite these conditions, women-led organizations are delivering frontline relief operating community kitchens, safe spaces, and health services, yet they receive less than three per cent of humanitarian funding. This publication calls for urgent, gender-responsive action, prioritizing women and girls in aid delivery, resourcing women-led organizations, scaling up protection and GBV prevention, and integrating gender equality across humanitarian and recovery efforts to save lives and restore dignity.

At present, the collection includes about 30,000 treaties reproduced in their authentic languages, together with translations into English and French, as necessary.

عدم إهمال أحد: إدماج الفئات المهمشة: في بعض البلدان العربية
سُجل تقدم اجتماعي غير مسبوق في مختلف أنحاء العالم في العقود القليلة الماضية حيث انخفضت مستويات الفقر انخفاضاً ملحوظاً. ولكن تبيّن أن هذا التقدم متفاوتٌ، فاللامساواة الاجتماعية والاقتصادية لا تزال قائمة، لا بل تفاقمت، في العديد من البلدان. ولا تزال المجموعات المُهمّشة تواجه عقبات جمّة تحول دون مشاركتها الكاملة والحقيقية في الحياة الاقتصادية والاجتماعية والثقافية والسياسية. ولرصد أمثلة واقعية من المنطقة العربية، يقدّم هذا التقرير ثلاث دراسات حالة من مصر (سكان المقابر في مدينة القاهرة) وتونس (سكان ولايات القصرين والقيروان وسيدي بوزيد في إقليم الوسط الغربي) ولبنان (سكان حي باب التبانة في مدينة طرابلس)، حيث تعرضت تلك المناطق لتهميش مزمن، ويعاني القاطنون فيها من إقصاء شديد ومن إهمال السلطات المحلية والحكومات لمطالبهم الحياتية وحاجاتهم التنموية. وينطلق التقرير من مبدأ “عدم إهمال أحد” الذي ترتكز عليه خطة التنمية المستدامة لعام 2030، حيث تعهد المجتمع الدولي بضمان أن يشمل الازدهار الجميع وبالوصول أولاً إلى الفئات الأكثر تهميشاً وفقراً. كما يستند إلى الإطار الذي اقترحه برنامج الأمم المتحدة الإنمائي بعنوان “ما معنى عدم إهمال أحد” للمساعدة في تحقيق خطة 2030. ويقدم التقرير توصيات بشأن السياسات الكفيلة بمعالجة مسألة إقصاء الفئات المجتمعية المُهمَشة، ويدعو إلى اعتماد نهج شمولي في صنع السياسات الاجتماعية، وإلى إصلاح المؤسسات التي تمارس التمييز والإقصاء بحق بعض شرائح المجتمع، مع تحديد تدابير مُوجهة لمعالجة العقبات الجوهرية التي تحول دون النهوض بالفئات الاجتماعية المحرومة أو المهمشة أو المُستَبعدة.
Recommandation L : Modèle international de conformité des produits et services fondé sur la coopération transnationale en matière de réglementation de la conformité et des essais
La présente Recommandation fournit des orientations sur la manière d’établir un arrangement réglementaire commun (ARC), c’est-à-dire un mécanisme que les pays peuvent adopter à titre volontaire pour faciliter l’harmonisation des réglementations relatives aux produits et éviter de répéter certains contrôles de conformité. La présente recommandation a été approuvée pour la première fois en 2001 et révisée en 2015. La révision actuelle clarifie le modèle international, conçu pour soutenir la conformité des produits ainsi que des services, et fournit des orientations supplémentaires concernant l’inclusion des services dans son champ d’application. L’annexe, qui contient le modèle d’Accord Commun de Réglementation (ACR), a été simplifiée par la suppression de la section distincte sur les normes internationales – ces références sont désormais intégrées directement dans les parties pertinentes du texte.
Recommendation M: Use of Market Surveillance Infrastructure as a Complementary Means to Protect Users against Counterfeit Goods
Recommendation M suggests to governments to explore the possibility, wherever feasible and where the national legal framework permits, to involve their market surveillance authorities in the fight against counterfeit goods – in a complementary way to existing national legal mechanisms. Recommendation M was first approved in 2007. The current version is aligned with United Nations General Assembly and United Nations Trade and Development (UNCTAD) updated guidance on consumer protection and other relevant references and have integrated a more assertive and action-oriented language. It further provides guidance to demonstrate how implementers can comply with the recommended practices.
Social and Economic Situation of Palestinian Women and Girls: July 2022–June 2024
The report reviews the situation of Palestinian women and girls in the Occupied Palestinian Territory from 1 July 2022 to 30 June 2024, focusing on their political, social, economic and human rights. The security and political context are assessed, which deteriorated at an alarming rate during the reporting period, with devastating consequences for women’s rights to life, security and protection. The report describes the unprecedented Israeli war on Gaza since 7 October 2023, which has resulted in an escalation of humanitarian and protection crises, with further ramifications for the West Bank, including far-reaching impacts on women and girls. The analysis also focuses on life under occupation in the West Bank, emphasizing the severe consequences for women and girls of movement restrictions, increased arrests and raids. Positive achievements in the advancement of the rights of Palestinian women and girls during the reporting period are also highlighted. Lastly, recommendations are proposed for decision makers, encompassing a broad range of gender-sensitive legal and institutional reforms along with economic and social policy reforms targeting Palestinian women and girls. The report calls for urgent action for a permanent ceasefire and an end to the occupation in line with international law.

This study was based on the main outcomes of the 2024 survey on improving housing affordability and climate neutrality in the UNECE region. It identifies the role of housing costs in explaining the lack of housing affordability through comprehensive data analysis. The study presents empirical evidence related to various household situations, such as poverty, housing tenancy and household type, using academically accepted measures to estimate housing affordability with real data. The study also offers recommendations and best practices for improving housing affordability.
Recommendation L: International Model for Product/Service Conformity Based on Transnational Regulatory Cooperation
Recommendation L provides guidance on how to establish a common regulatory arrangement (CRA) which is a voluntary mechanism that countries can adopt in order to help harmonize product regulations and reduce redundant conformity verifications. Recommendation L was first approved in 2001 and revised in 2015. The current revision clarifies the international model, intended to support conformity of both products and services, and provides additional guidance on the inclusion of services within its scope. The annex contains the international model of a Common Regulatory Arrangement (CRA).

The Economic Commission for Latin America and the Caribbean (ECLAC) has stated on several occasions that information and communication technologies (ICT) are not in themselves the answer to achieving efficiency and effectiveness in the public system, but that other key elements must be considered in order to achieve the objectives. This is why the importance of institutional, cultural, regulatory, technical, organisational and leadership elements that contribute to consolidating the digital development of governments has been emphasised. To this end, it is essential to have a robust and applied model of digital governance, as presented in this guide, which allows for the necessary transformations to be made, both in the area of public service provision and in terms of progress in innovation and productive development.

Training Guide on Human Rights for Law Enforcement Officials
This revised edition of the Training Guide forms part of OHCHR’s updated “Human Rights and Law Enforcement Guidance and Training Package”. The training package also includes a Manual on Human Rights Training for Law Enforcement Officials and an Expanded Pocketbook on Human Rights for Law Enforcement Officials, in addition to presentation slides corresponding to each chapter of the Manual. The Training Guide provides advice on methodology and guidance for trainers developing training activities aimed at law enforcement officials. It also includes session outlines based on each chapter in the Manual, which provide guidance for trainers and sample session plans, as well as indicative answers to discussion questions and exercises related to the respective chapters.
2024 Orange Book of Results
Key Results Achieved at the Country Level
The 2024 Orange Book of Results features more than 600 immediate results achieved by UNFPA at the country level in implementing the country programmes in 2024. These results were achieved in close collaboration with governments and other partners including civil society organizations. The publication reflects the accountability of UNFPA for achieving results and can be used as a learning tool.

Each issue of the Monthly Bulletin of Statistics (MBS) presents current economic and social statistics for more than 200 countries and territories of the world. Written in French and English, it contains over 50 tables of monthly and/or annual and quarterly data on a variety of subjects illustrating important economic trends and developments, including population, prices, employment and earnings, energy, manufacturing, transport, construction, international merchandise trade and finance. The annual subscription rate for the Monthly Bulletin of Statistics in print includes access to the MBS Online.
State of Commodity Dependence 2025
The State of Commodity Dependence provides a bird’s eye view of commodity dependence in the world. It contains individual statistical profiles for the 195 UNCTAD member States, each comprising of 30 indicators under 4 subtitles - merchandise and commodity export dependence, commodity import dependence, key socio-economic indicators, and indicators on technology. As commodity dependence tends to negatively affect poverty alleviation and food security, a set of indicators is included to help monitor trends in these areas. For each individual member State, 2008-2009 is used as the historical reference period. Moreover, an in-depth analysis of commodity dependence in the 195 UNCTAD member States is presented at the beginning of the report with key messages.
Minerals Crime: Crimes in the Supply Chains of Critical Energy Transition Minerals
This research publication focuses on the unlicensed, unregulated, or otherwise illegal extraction, transport and trade of minerals that are critical for the energy transition which may constitute crimes in their supply chains. For the purpose of this study, these minerals are defined in accordance with the United Nations Secretary-General’s Panel on Critical Energy Transition Minerals, which identifies them as critical energy transition minerals (CETMs). These include, but are not limited to, bauxite (aluminium), cobalt, coltan (tantalum), copper, graphite, lithium, manganese, nickel and rare earth elements (REEs). The study highlights the importance of including minerals crime as a key component of broader discussions on responsible mineral sourcing and the environmental impact associated with the mining sector. As regulatory frameworks become increasingly complex and focused on innovation, adaptation and mitigation, new opportunities arise for transnational organized crime and corruption to exploit regulatory gaps, evade controls and distort mineral supply chains.
Annual Digest of Social Protection Reforms in the Arab Region, 2024
The 3rd edition of the Annual Digest of the Social Protection Reforms in the Arab Region documents 135 policy reforms through various means and sources, including automatic news monitoring and direct inputs from policymakers of ESCWA member States. These reforms indicate significant efforts by Governments to improve the effectiveness and efficiency of national social protection systems. The relative decrease in the number of observed reforms compared to previous years does not imply that Governments’ commitment to social protection has diminished. On the contrary, it signals a transition from temporary, shock-responsive measures to generally more long-term, systemic overhauls of systems and/or adaptation of programmes aimed at providing sustainable protection against life-cycle risks. The changing social protection landscape in the Arab region reflects an increasing commitment among many Arab countries to invest in the welfare of their citizens. Governments are continuously adapting their social protection policies and programmes to evolving societal needs and economic conditions.

يهدف هذا الكتيّب بشأن مبادئ التثقيف في مجال حقوق الإنسان إلى أن يكون أداة سهلة الاستعمال للتثقيف على حقوق الإنسان ومظلة متعددة الألوان تغطي عددًا من المجالات الأساسية في ميدان حقوق الإنسان. وهو يقدّم مشورة عملية للمدرّسين وغيرهم من المعلمين الذين يريدون إذكاء الوعي بحقوق الإنسان والعمل من أجلها في صفوف تلاميذ مرحلتي التعليم الأساسي والثانوي، بما في ذلك تقديم اقتراحات لاستحداث أنشطة تعلّم في هذا المجال. ولا يُقصد بهذه المبادئ إلقاء عبء إضافي يُثقل المناهج الدراسية المثقلة بالفعل بل يُقصَد بها المساعدة في إدماج حقوق الإنسان في المدارس.

The Manual provides in-depth information on key instruments, principles and standards for human rights in law enforcement. It explains the application of human rights standards and their implications in law enforcement practice and provides practical recommendations for law enforcement institutions and agencies. The Manual consists of 21 chapters, which are divided into four parts. Each chapter provides the reader with the normative framework of the subject matter and a thorough explanation of the application of the respective principles and standards in law enforcement work.
