World Public Sector Report 2003
The World Public Sector Report 2003 provides an analysis of the status of e-government in the world today. It adopts the UN Millennium Declaration as its analytical framework and presents global ranking of Member States as to their e-government readiness. The main message of the Report is that development and the existence of e-government applications do not necessarily reflect the quality of life in a country. However treating e-government as a tool that facilitates creation of public value by public administration can positively impact human development.

Commodities at a Glance: Special Issue on Industrial Hemp
This report discusses the general uses of industrial hemp and how they are reflected in international production and trade statistics. Based on current practical experiences and empirical expertise it also defines the steps to be taken by developing countries where climate and agronomic characteristics would suit the cultivation of hemp to exploit its economic and social potential. Industrial hemp is commonly known as not having intoxicant properties. Nonetheless industrial hemp remains a controversial plant as it is still often mistakenly associated with an intoxicant use. A negative connotation still prevails despite several millennia of history of industrial and medicinal applications. Such connotation is due in part to confusion about the botanical characteristics and chemotype of the plant.

The Index to Proceedings of the Economic and Social Council is a bibliographic guide to the proceedings and documentation of the Economic and Social Council. This issue covers the 2021 session of the Council including the organizational and substantive session. The Index is divided in two parts comprising the Subject Index and Index to Speeches. The Index is prepared by the Dag Hammarskjöld Library Department of Global Communications as one of the products of the United Nations Bibliographic Information System (UNBIS).

Lors de sa séance plénière de clôture la Conférence a adopté l'Esprit de Speightstown (TD/541/Add.1) et le Pacte de Bridgetown (TD/541/Add.2). Le Pacte de Bridgetown constitue la base des travaux de la CNUCED jusqu'à la prochaine conférence quadriennale en 2024. World Public Sector Report 2005
The conditions of globalization including economic integration fiscal discipline introduction of information communications technologies and democratic governance have increasingly forced states to redefine their role in public management and to reform the public administration system. However there is growing realization amongst decision makers that policy and institutional reform per se will not be sufficient to revitalize the public sector. Major strengthening of the knowledge skills values attitudes and leadership abilities of human capital is also needed to transform the public sector particularly in developing countries and countries with economies in transition. This year’s Report is expected to contribute to global and national debates on this important topic.

The Sustainable Development Goals Report 2021
The annual Sustainable Development Goals Report provides an overview of the world’s implementation efforts to date highlighting areas of progress and areas where more action needs to be taken to ensure no one is left behind. While advances have been made in some areas monumental challenges remain. The evidence and data spotlight areas that require urgent attention and more rapid progress to realize the 2030 Agenda’s far-reaching vision. This sixth edition of the report also looks at the impact of COVID-19 in reaching the Goals.
UNECE Policy for Gender Equality and the Empowerment of Women
This publication an update of the initial Policy covering the years 2016-2020 is a response to the compelling challenges to gender equality in the ECE region. Together with its tool for implementation – the UNECE Gender Action Plan (GAP) – the Policy has been a key driver of accountability and improved results on gender equality and the empowerment of women in UNECE. The updated Policy continues to provide the directions of the organization for gender-related work in line with the framework of the United Nations System-Wide Action Plan on Gender Equality and the Empowerment of Women (UN-SWAP). It aims at further strengthening the reflection of gender issues in the substantive work of UNECE’s sub-programmes improving accountability monitoring and reporting building capacity changing the organizational culture and achieving gender parity of staff.
Manual for the Production of Statistics on the Digital Economy – 2020 Revised Edition
The United Nations Conference on Trade and Development (UNCTAD) is a founding member of the Partnership on Measuring ICT for Development which is an international multi-stakeholder initiative to improve the availability and quality of ICT data and indicators. One of its key achievements is the development of a core list of ICT indicators for the production of internationally comparable statistics. This list was first endorsed by the United Nations Statistical Commission at its 38th session in March 2007 and has since been updated regularly. The Commission encouraged countries to use that list in their data collection programmes; a first version of the Manual for the Production of Statistics on the Information Economy was published at the end of 2007. An updated version was published in 2009. The current edition entitled Manual for the Production of Statistics on the Digital Economy was prepared to reflect the many changes that have taken place in the past decade in terms of access and use of ICTs. Compared to earlier versions it expands the coverage of the measurement of e-commerce trade in ICT services and trade in ICT-enabled (or digitally delivered) services. It contains more model questionnaires and reflects the most recent revisions of the Partnership’s list of core ICT indicators. The Manual is intended to guide statisticians from developing countries through all the steps involved in the production and dissemination of statistics related to e-commerce and the digital economy.
Célébration du soixantenaire de la Convention unique sur les stupéfiants de 1961 et du cinquantenaire de la Convention sur les substances psychotropes de 1971
Il y a soixante ans soucieuse de la santé physique et morale de l’humanité la communauté internationale s’est réunie afin de débattre du rôle indispensable des stupéfiants pour soulager la douleur tout en reconnaissant que la dépendance à la drogue constituait un problème de santé publique. Elle a décidé de rassembler en un seul système unifié de contrôle international des drogues toutes les mesures qui avaient été prises dans le cadre des traités bilatéraux et multilatéraux préexistants. La Convention unique sur les stupéfiants a été élaborée pour permettre un contrôle international efficace du mouvement licite des stupéfiants dans le monde depuis la production la fabrication et le commerce jusqu’à la distribution et à la consommation. Dix ans plus tard la communauté internationale s’est à nouveau réunie dans le même esprit pour s’attaquer au problème des substances psychotropes et a mis au point un système similaire de surveillance et de contrôle. Cette approche fondée sur le concept de responsabilité commune et partagée reste au cœur du système de contrôle international aujourd’hui en place.
Tools for Asset Management – TEM Recommendations for Road Operators
A Transportation Asset Management Information System (TAMIS) is a collection of hardware software data and processes that support asset Management business processes. A TAMIS is used to collect process store and analyse information about assets which helps to develop sound maintenance and rehabilitation strategies and to schedule track and manage work. Common functional elements of TAMIS are asset inventory asset condition performance and utilisation tracking asset condition and performance prediction treatment selection etc. To implement such a comprehensive and complex set of tools it requires sound knowledge not only about business processes but also in terms of planning of IT implementation. This publication presents possible tools to support asset management and in parallel will recommend how to implement these tools to eliminate the risk of failure.

Asia-Pacific Countries with Special Needs Development Report 2020
This annual ESCAP publication discusses issues of interest for Asia-Pacific least developed countries (LDCs) landlocked developing countries (LLDCs) and small island developing States (SIDS) collectively referred to as countries with special needs (CSN). The 2020 edition of the report offers analytical studies and policy recommendations for Pacific SIDS to successfully manage their vast ocean resources and in turn maintain healthy blue economy sectors such as coastal fisheries and marine-based tourism. As these States are otherwise limited in their land-based resources making better use of the blue economy could provide valuable employment and sustenance for local populations and ultimately the means for achieving the Sustainable Development Goals. To that end this report emphasizes the importance of greater regional cooperation in the creation of an enabling framework especially given the nature of fisheries as a common property resource.

It is an excellent source for assessing and analyzing production and consumption patterns in detail on an internationally comparable basis.
SME Competitiveness Outlook 2021
The SME Competitiveness Outlook 2021 analyses how small businesses can rebuild from the COVID-19 (coronavirus) pandemic so they are better prepared to face the looming crisis of climate change. It provides a 20-point Green Recovery Plan to foster competitive resilient and environmentally sustainable small and medium-sized enterprises (SMEs). The report finds that firms owned by women and young people were hurt more by the pandemic and are more vulnerable to future shocks such those brought by a changing climate. It shows how business support organizations governments lead firms in value chains and international organizations can enable SMEs to strengthen competitiveness build resilience to climate hazards and contribute to safeguarding the planet.

La présente publication met en exergue un nombre important de statistiques et analyses concernant le statut des femmes et des hommes dans le monde. Elle souligne la situation actuelle ainsi que les changements au fil du temps. Sixième d'une série publiée depuis la Conférence mondiale sur les femmes en 1995 elle souligne que de lents progrès vers l'objectif d'égalité des sexes ont été réalisés dans la plupart des domaines. À travers une approche de cycle de vie elle révèle les défis et les opportunités rencontrés par les femmes à différents stades de la vie et en fonction de leur lieu de résidence. Les trajectoires des femmes et des hommes sont mises en évidence dans les résultats statistiques de l'analyse menée concernant la population et les familles la santé l'éducation le travail le pouvoir et la prise de décision la violence à l'égard des femmes l'environnement et la pauvreté.
Continuidad del levantamiento de las encuestas de hogares tras la coyuntura de la enfermedad por coronavirus (COVID-19)
En el contexto de la pandemia mundial de la enfermedad por coronavirus (COVID-19) la Comisión Económica para América Latina y el Caribe (CEPAL) está elaborando una serie de publicaciones cortas con recomendaciones de política relevantes para este período. En la presente nota la tercera referente al levantamiento de las encuestas de hogares se plantean diversas consideraciones para la continuidad de este tipo de instrumentos estadísticos en un escenario en el que empiezan a levantarse en la región las restricciones a la movilidad impuestas para contener el avance de la pandemia.

This publication provides an overview of laws and policies relating to induced abortion. It includes consideration of the various legal grounds for abortion and selected requirements for induced abortion including gestational limits the number of personnel required to authorise an abortion mandatory third-party consent and compulsory counselling and waiting periods.

White Paper on Blockchain in Trade Facilitation
Blockchain technology is one of the most talked about topics in the sphere of information technology as well as in the facilitation of electronic business. The cryptocurrency Blockchain applications are well known and well-publicized however this technology has the potential to influence the way that we do business today as its use expands to new areas. Blockchain which is one form of Distributed Ledger Technology (DLT) offers opportunities to increase the reliability and security of trade transactions. The repetition of data among multiple ledgers in a network as well as the immutability of information after it has been integrated into the Blockchain can increase levels of confidence for both traders and regulators.
People-Smart Sustainable Cities
This publication advocates a “cities-based” approach to sustainable development which recognizes the central and integrating role that cities and urban living play in developing sustainability. It highlights that similarly to the financial crisis of 2008 the COVID-19 (coronavirus) pandemic has shown that different cities have different capacities to cope with crises. Both crises disproportionally affected different cities and population groups; the most vulnerable suffering most. Cities need to develop innovative methods to confront infectious diseases without relying on drastic lockdown restrictions.
Arab Human Development Report 2022
The Arab Human Development Report 2022 focuses on post-COVID recovery assessing long standing development challenges across the spheres of governance society and economy—tackling aspects of gender; youth; education and health; multi-dimensional poverty; impacts on economic sectors MSMEs and labour markets; displacement and migration; and nature and climate change challenges—to put the region on a resilient and sustainable human development path. The report also assesses adequacy and efficacy of response policies especially where the pandemic has led to widening inequalities and exacerbated existing challenges in such areas as public service provision including social protection care education healthcare and vaccine rollout. The report provides concrete recommendations on how to guide a resilient sustainable equitable and inclusive recovery. It calls on Arab States to act quickly decisively and at scale to assess evaluate and strengthen capabilities and capacities and build effective and trustworthy institutional structures that can support a new social contract to better help societies cope with future shocks and disasters.
Recommendation No. 33 - 2020 Edition
Within the context of this Recommendation a Single Window is defined as a facility providing trade facilitation that allows parties involved in trade and transport to lodge standardized information and documents with a single entry point to fulfill all import export and transit-related regulatory requirements. Individual data elements should only be submitted once electronically. In practical terms the Single Window aims to expedite and simplify information flows between the private sector and the public sector and bring meaningful gains to all parties involved in cross-border trade. The Single Window is generally managed centrally by a lead agency enabling the appropriate governmental authorities and agencies to receive or have access to the information relevant for their purpose. In addition participating authorities and agencies should coordinate their controls. In some cases the Single Window may provide facilities for payment of relevant duties taxes and fees.

Yearbook of the International Law Commission 2005, Vol. II, Part 1 (Addendum)
The International Law Commission was established in 1947 with a view to carrying out the responsibility of the General Assembly under article 13(1)(a) of the Charter of the United Nations to “initiate studies and make recommendations for the purpose of ... encouraging the progressive development of international law and its codification.” Since its first session in 1949 the Commission has considered a wide-range of topics of international law and made a number of proposals for its codification and progressive development some of which have served as the basis for the subsequent adoption of major multilateral treaties. The Yearbook of the International Law Commission contains the official records of the Commission and is an indispensable tool for the preservation of the legislative history of the documents emanating from the Commission as well as for the teaching study dissemination and wider appreciation of the efforts undertaken by the Commission in the progressive development of international law and its codification. Volume II (Part One) reproduces the edited versions of the official documents considered by the Commission at the respective annual session.

Uganda Science, Technology and Innovation Policy Review

This publication reviews the situation trends challenges and main interactions for the five natural resources of the Nexus – water energy food land and materials – from the perspective of the United Nations Economic Commission for Europe (ECE) Region. Increasing demand changing climates and technologies growing populations and social inequalities urbanization globalization and other megatrends are putting pressure on natural resources in the ECE region and elsewhere. There are many complex policy issues and difficult choices to be made necessitating a comprehensive nexus approach that can address the interactions and trade-offs involved. This is recognized at the international level where amongst other things the integrative character of the 2030 Agenda for Sustainable Development calls for an assessment of the linkages and complementarities but also of the possible conflicts that exist between different Sustainable Development Goals (SDGs) and targets. The Natural Resource Nexus emphasizes the need to view water energy food land and materials as complex and inter-related entities rather than as separate ones. This approach ensures more integrated and sustainable perspectives of natural resource management and use beyond the traditional sectoral silos that can be applied at all scales. It further provides an opportunity to identify and prioritize cross-sectoral and integrative solutions. Statistics transport and trade three interlinkages which are very relevant to the Nexus are also considered here.
La autonomía económica de las mujeres en la recuperación sostenible y con igualdad
La crisis generada por la pandemia del COVID-19 impactó negativamente en la ocupación y en las condiciones laborales de las mujeres en América Latina y el Caribe generando un retroceso de más de una década en los avances logrados en materia de participación laboral. La tasa de participación laboral de las mujeres se situó en 46% en 2020 mientras que la de los hombres en 69%. Se calcula además que la tasa de desocupación de las mujeres llegó al 12% en 2020 porcentaje que se eleva al 222% si se asume la misma tasa de participación laboral de las mujeres de 2019. En 2020 se registró una contundente salida de mujeres de la fuerza laboral quienes por tener que atender las demandas de cuidados en sus hogares no retomaron la búsqueda de empleo. Un 569% de las mujeres en América Latina y un 543% en el Caribe se encuentran ocupadas en sectores en los que se prevé un mayor efecto negativo en términos del empleo y los ingresos por causa de la pandemia. Las mujeres de la región son parte crucial de la primera línea de respuesta a la pandemia. Un 732% de las personas empleadas en el sector de la salud son mujeres quienes han tenido que enfrentar una serie de condiciones de trabajo extremas como extensas jornadas laborales que se suman al mayor riesgo al que se expone el personal de la salud de contagiarse del virus. Todo esto en un contexto regional en el que persiste la discriminación salarial pues los ingresos laborales de las mujeres que trabajan en el ámbito de la salud son un 237% inferiores a los de los hombres del mismo sector. Además de transversalizar la perspectiva de género en todas las políticas de recuperación se requieren acciones afirmativas en el ámbito de las políticas fiscales laborales productivas económicas y sociales que protejan los derechos de las mujeres alcanzados en la última década que eviten retrocesos y que enfrenten las desigualdades de género en el corto mediano y largo plazo.

The revised Recommendation No. 4 integrates Guidelines that provide a detailed description of the steps for establishing the national trade facilitation bodies (NTFB) as well as a model terms of reference for an NTFB which countries use or customize based on their national context. It also provides a non-exhaustive list of those stakeholders that should be represented in an NTFB including: importers exporters freight forwarders carriers customs other government agencies banks insurance companies and others. Recommendation No. 4 is complemented by Recommendation No. 40 on “Consultative Approaches Best Practices in Trade and Government Consultation on Trade Facilitation Matters” which provides suggested complementary and alternative forms and approaches to consultation and offers a qualitative methodology to improve the very core of the consultative process.
Persons with Disabilities and Their Rights in the COVID-19 Pandemic: Leaving no one Behind
This document examines the situation of persons with disabilities in terms of the impact that COVID-19 (coronavirus) could have taking into consideration age and sex health conditions types of disability access to basic infrastructure overcrowding in the home access to information and communications technology (ICT) employment status and education. In conclusion the report presents some national actions that have been taken to reduce the impact of the pandemic and recommendations for addressing the devastating social and economic effects of COVID-19 on persons with disabilities.
