World Investment Report 2023
Investing in Sustainable Energy for All
The World Investment Report 2023 provides the latest trends and prospects for foreign direct investment. It documents a challenging year for cross-border investment flows, looking at greenfield investment in industry, project finance in infrastructure, and international production activities of the largest multinationals. Dedicated sections provide data on international investment in the SDGs and in sustainable energy. The Report further reviews recent policy developments, including trends in national investment policy measures and international investment agreements. It presents an overview of investment policy measures aimed at supporting the energy transition. The Report also documents sustainability trends in global capital markets, including sustainability-linked financial products, sustainable stock exchanges, institutional investor commitments and financial regulations – all with a special focus on the mobilization of funds for the energy transition. Finally, the theme chapter of the Report discusses ways and means to increase international private sector investment – in particular foreign direct investment and international project finance – in the energy sector in developing countries, taking into account both the energy transition imperative and SDG7 on affordable and reliable access to energy for all.

Asia and the Pacific SDG Progress Report 2023
Championing Sustainability Despite Adversities
The Asia and the Pacific SDG Progress Report 2023 analyses regional and subregional progress towards achieving the Sustainable Development Goals (SDGs) and targets. It applies a measurement framework developed by ESCAP to identify progress gaps and acceleration requirements at the goal, target and indicator levels. While there are impressive national accomplishments across the 17 Goals, none of the countries in the region are on track to reach them and overall achievement is much lower than anticipated for the midpoint. One impediment to success is gaps in available data. This report features good practices on data driven approaches for effective implementation of the 2030 Agenda, which provide lessons to countries and can be leveraged to advance sustainable development in the region.

Trade and Environment Review 2023
Building a Sustainable and Resilient Ocean Economy Beyond 2030
This edition examines the current and emerging cross-cutting role of the ocean in advancing economic growth, social inclusion and environmental sustainability. It builds on the discussions and outcomes of the Fourth United Nations Oceans Forum on trade-related aspects of SDG 14, life below water, which took place in Geneva from 6 to 8 April 2022. The Review examines and provides an analysis of several key and emerging topics for the ocean economy, including the seaweed sector as a lever for a sustainable economic recovery; fisheries subsidies and non-tariff measures (NTMs); the decarbonization of shipping and maritime supply chains; and plastic litter and other ocean waste challenges. It explores these issues, identifies the main opportunities and challenges and concludes by offering a bottom-up menu of action-oriented policy recommendations for Small Island Developing States (SIDS) and coastal developing countries. It calls for a “Blue Deal” on trade and finance to accelerate the implementation of SDG 14 and identify practical yet far-reaching development paths towards a sustainable, resilient and inclusive ocean economy by 2030 and beyond.

SDG Pulse 2022
UNCTAD Takes the Pulse of the SDGs
SDG pulse provides quantitative assessments of progress with the 2030 Agenda through both a selection of official SDG indicators as well as complementary data and statistics. It also presents recent conceptual and methodological developments regarding SDG indicators of which UNCTAD is the custodian. It has become UNCTAD’s reference publication in mapping the organization’s work with the SDGs, not only from an analytical perspective but also in terms of technical cooperation and capacity development. This year’s edition particularly focuses on the “two-speed recovery” from the pandemic which manifests through trade, finance and investment, investigates the issue of inclusive growth with UNCTAD’s new composite indices and provides some prospects on economic and social repercussions of the war in Ukraine.

Growing Challenges for Sustainable Development
Can the UNECE Region Turn the Tide in 2023?
This publication assesses progress of UNECE countries towards achieving the Sustainable Development Goals, relying on the data available in the United Nations global SDG indicators database. Stories on specific topics provide a closer look at how various regional and country level actions relate to sustainable development outcomes. The assessment covers every goal and target for which there are data and for which it is possible to set a target value. The assessment looks at the trends at the regional level only. The 2030 Agenda for Sustainable Development recognizes the pivotal role of the regional dimension in its implementation, follow-up and review. Actions at the regional level bridge the global and national levels, and provide the necessary focus for international exchanges of experience and peer learning.

Global Population Growth and Sustainable Development

Financing for Sustainable Development Report: Financing Sustainable Transformations
The Financing for Sustainable Development Report (FSDR) assesses progress in implementing the commitments and actions in the Addis Ababa Action Agenda. Global sustainable development prospects continue to diverge. Two years ago, in the midst of the COVID-19 pandemic, the Inter-agency Task Force warned of a global divergence that could lead to a lost decade for development. By 2022, these risks had materialized—a great finance divide was translating into a development divide. Over the past 12 months, the war in Ukraine, sharp increases in food and energy prices and rapidly tightening financial conditions further exacerbated challenges for many countries, increasing hunger and poverty and reversing progress on the Sustainable Development Goals (SDGs). Despite some positive signs, the global macroeconomic outlook remains highly uncertain and particularly bleak for many of the poorest and most vulnerable countries faced with growing debt service burdens and tight fiscal constraints. Delaying investment in transformation is thus not an option. The multiple crises can shorten the time horizons for decisions—by policymakers, investors, businesses and individuals. Delaying investments would put the 2030 targets out of reach and exacerbate financing and macroeconomic challenges down the line. Sustainable and productive investments today can transform and diversify economies and enhance resilience to shocks, including inflationary supply-side shocks, tomorrow. As laid out in the 2022 Financing for Sustainable Development Report, such investments also enable countries to mobilize resources over time and better service debt. This is why the 2023 Task Force report focuses on sustainable transformations, including a roadmap for governments, along with changes in the way finance works.

Partnerships and cooperation take place in almost any water-related endeavour and water resources management has a long history of experience with partnerships, both good and bad. This report reviews this experience, highlighting how enhancing positive and meaningful cooperation amongst the water, sanitation and broader ‘development’ communities is required to accelerate progress.

Opening Green Windows: Technological Opportunities for a Low-carbon World
We live in a time of rapid technological change, at the height of the digital transformation and the early stages of the Industry 4.0 revolution. When guided by an inclusive and sustainable compass, these technological waves have great potential to increase prosperity and protect the planet, bringing about the vital transformations needed to achieve the SDGs and put the world on a sustainable path. They also offer a window of opportunity for developing countries to catch up technologically and narrow global divides. Critical areas for innovation in this new technological revolution are renewable energy technologies and frontier technologies for sustainable production and consumption. The Technology and Innovation Report examines the opportunities and challenges posed by green innovation on the ability of developing countries to catch up, reduce inequalities and contribute to tackling climate change. It argues that green policies are key to create the windows of opportunities. At the same time, firms and governments must be ready to respond and take advantage of these opportunities. This requires sector-specific strategies and the support of the international community to empower developing countries to develop, use, adopt and adapt green technologies for sustainable development.

The world continues to confront multiple, inter-connected crises. Amid a slow recovery from the impact of the COVID-19 pandemic, the world is facing a food and energy crisis exacerbated by the war in Ukraine with record high inflation unleashing a cost-of-living crisis. Developing countries are in trouble over the costs of imports and debt servicing, and a climate crisis continues to wreak havoc in the most vulnerable countries and populations. Amid monetary tightening, subdued consumption, and private investments, judicious government spending will remain critical for steering economic recovery worldwide. The World Economic Situation and Prospects 2023 will underscore the imperative of supportive and accommodative fiscal measures to lift growth and accelerate SDG progress.

World Social Report 2023
Leaving No One Behind in an Ageing World
The report takes a lifecycle approach to the ageing process. The report looks at the situation of older persons while addressing links between population ageing and selected Sustainable Development Goals, with the underlying focus on the commitment of the 2030 Agenda on leaving no one behind, promoting equitable and inclusive ageing. The report also looks at Covid-19 and its aftermath and its effects are addressed through all chapters. The report uses a social perspective and expands analysis on the social aspects of ageing—including its implications for poverty and inequality, healthcare and long-term care.
