Debido a que muchos de los factores que conforman la salud mental –para bien y para mal– no son biológicos es posible modificarlos. Para ello es esencial identificar y comprender estos factores. En el caso de los niños la atención que les prestan sus progenitores y cuidadores y el apoyo que reciben estos últimos es realmente importante. También lo son los entornos de aprendizaje seguros y atractivos donde los niños pueden desarrollar competencias sociales y adquirir resiliencia. Y a medida que los niños se convierten en adolescentes las relaciones que tienen con sus compañeros pueden fijar las normas y actitudes que los van a acompañar durante el resto de sus vidas
La santé mentale
État positif de bien-être nécessitant des soins attentifs la santé mentale est un domaine d’investissement essentiel pour soutenir les enfants et la collectivité. Malheureusement cette considération est bien trop souvent reléguée au second plan – voire aucunement prise en compte – dans la réflexion des décideurs des dirigeants et des familles. Résultat plusieurs millions d’enfants et de jeunes luttent en silence se heurtant à la stigmatisation et à l’incompréhension. Si ce silence coûte des millions de dollars chaque année à nos sociétés le prix à payer pour les enfants et les familles est incommensurable.
Mesures mises en oeuvre
D’importants efforts étayés par des données probantes sont actuellement déployés pour protéger la santé mentale des enfants et des jeunes et pour prendre en charge ceux qui en ont le plus besoin. Autre point positif plusieurs initiatives de collecte de données et de recherche visant à améliorer ces mesures sont en train de voir le jour. Pour autant il reste encore énormément à faire.

بما أن العديد من العوامل التي تؤثر على الصحة العقلية – سلباً أو إيجاباً – ليست عوامل بيولوجية، فبالتالي يمكن تغييرها. وللقيام بذلك، من الضروري تحديد تلك العوامل وفهمها. وبالنسبة للأطفال، تمثل الرعاية الحانية من الوالدين وللوالدين أمراً مهماً جداً. ومن المهم أيضاً توفير بيئات تعلّم آمنة وقائمة على الانهماك، حيث يتمكن الأطفال من تطوير المهارات الشخصية والقدرة على الصمود. وعندما يدخل الأطفال في سنوات المراهقة، بوسع العلاقات مع الأقران أن تشكّل الأعراف والمواقف التي تمتد مدى الحياة.
Cadre d’action
Même si nous n’avons pas toutes les réponses nous en savons suffisamment pour nous atteler à la tâche. Pour promouvoir et protéger la santé mentale de chaque enfant et prendre en charge ceux qui sont confrontés aux problèmes les plus graves il est indispensable de s’engager investissements à l’appui de communiquer afin de briser le silence de lutter contre la stigmatisation et d’éliminer les obstacles au changement et d’agir pour minimiser les facteurs de risque et optimiser les facteurs de protection au sein des environnements qui comptent dans la vie des enfants et des adolescents en particulier la famille et l’école.

Foreword
Over the last two years the multiple and overlapping crises that have rocked the world have had a devastating impact on people living with and affected by HIV and they have knocked back the global response to the AIDS pandemic. The new data revealed in this report are frightening: progress has been faltering resources have been shrinking and inequalities have been widening. Insufficient investment and action are putting all of us in danger: we face millions of AIDS-related deaths and millions of new HIV infections if we continue on our current trajectory.
Advances in decriminalizing sex work in Belgium and Victoria, Australia
Recent months have seen important advances in efforts to decriminalize sex work with sex workers achieving legislative victories in Belgium and the Australian state of Victoria. In an ironic twist the COVID-19 pandemic which caused such devastation to sex workers across the world actually spurred action to protect the health rights and well-being of sex workers.
Breaking down barriers to HIV and SRHR services for people with disabilities in Kenya
One billion people or 15% of the global population have one or more disabilities (117). In many parts of the world their needs are often not fully taken into account within HIV and health service delivery resulting in barriers to service access that include inaccessible facilities a lack of services tailored to their needs and stigmatizing attitudes among healthcare workers (118).

This edition of Fiscal Panorama of Latin America and the Caribbean coincides with an important milestone: the thirtieth anniversary of the Regional Seminar on Fiscal Policy organized by the Economic Commission for Latin America and the Caribbean (ECLAC). Over the past 30 years this seminar has become a key fixture on the agenda of fiscal policy events in the region.
Preface
For many countries reduction of social exclusion is an important policy goal that requires measurement. Social exclusion must also be addressed in the context of policies with other stated goals such as improving well-being reducing poverty or improving social cohesion. While many countries measure different aspects of social exclusion there is no widely accepted definition for what social exclusion is. It is a rather broad concept specific to the context and cultural values and may refer to outcomes such as exclusion from the labour force as well as to the processes by which exclusion happens such as discrimination. Very few surveys or statistical methods are specifically designed for measuring social exclusion.
The stabilizing role of fiscal policy in Latin America and the Caribbean: the new debates
The global financial crisis (2008-2009) and its short- and medium-term impact on growth in the developed world and some developing economies has created an awareness of the need to debate and rethink macroeconomic theory and policy. This extends to a number of areas of action including financial regulation macroprudential policy international and domestic monetary policy the administration of exchange rates and financial flows and of course fiscal policy.

E-government is a central driver of the digital transformation which comprises of the delivery of national or local government information and services via the Internet or other digital means. E-government has far-reaching potential not just for improving institutional processes and public service deliveries but also for extending inclusion participation accountability and transparency and helping to build trust between societies and governments.
