Prepared by the Group of Governmental Experts on Unilateral Disarmament Measures submitted this report to the Secretary-General in pursuant of resolution 38/183 J which called for the preparation of a study on “ways and means that seem advisable for stimulating the adoption of unilateral nuclear disarmament measures which without prejudice to the security of States would come to promote and complement bilateral and multilateral negotiations in this sphere”.

Pursuant of resolution 35/141 of 12 December 1980 this report analyzes the economic and social consequences of the arms race and its extremely harmful effects on world peace and security. It points out that the forces driving the arms race the purposes it serves and the various forms of its manifestation have made it a phenomenon adversely affecting global socio-economic options because its very continuation presupposes conflict and reinforces confrontation.

Reduction of Military Budgets

This report prepared by the Group of Experts on the Reduction of Military Budgets in pursuance of General Assembly resolution 35/142 B recalls the “provision of paragraph 90 of the Final Document of the Tenth Special Session of the General Assembly according to which it should continue to consider what concrete steps should be taken to facilitate the reduction of military budgets bearing in mind the relevant proposals and documents of the United Nations on this question”. It also expressed the conviction that “reductions of military expenditures could be carried out without affecting the military balance to the detriment of the national security of any country”. It further recalled earlier resolutions requesting the secretary-General to carry out the practical test of the proposed instrument to assess the results of this test and to develop recommendations for its refinement and implementation.
Relationship between Disarmament and International Security

This study was prepared by a group of experts appointed by the Secretary-General pursuant to General Assembly resolution 33/91 I of 16 December 1978 following a decision by the General Assembly at its tenth special session contained in paragraph 97 of its Final Document (resolution 5-10/2). It calls attention to the immense dangers and detrimental effects of the arms race. It analyses the connection between disarmament and international security and provides many useful insights. It also stresses that efforts towards disarmament and towards strengthening of international security can and must reinforce each other so as to promote progress in both fields.

Study on All the Aspects of Regional Disarmament

This study has been prepared by the Group of Governmental Experts on Regional Disarmament appointed by the Secretary-General to assist him in carrying out a systematic study of all the aspects of regional disarmament as requested in paragraph 3 of resolution 33/91 E adopted by- the General Assembly on 16 December 1978. The Secretary-General notes that whereas certain important regional measures have already been adopted and other measures are currently under negotiation the study indicates that there is considerable room for further efforts in this direction. The study further indicates that disarmament efforts in a regional context while not being a substitute for efforts at the global level could greatly facilitate the achievement of global disarmament measures.
South Africa's Plan and Capability in the Nuclear Field

This report submitted to the General Assembly for consideration at its thirty-fifth session was prepared by the Group of Experts on South Africa's Plan and Capability in the Nuclear Field which was appointed by the Secretary-General to assist in the preparation of a comprehensive report on that matter in accordance with Assembly resolution 34/76 B of 11 December 1979. The subject matter falls within the context of denuclearization of Africa which has been the subject of continuous and active concern in the United Nations since 1961.
