Aid Under Pressure: 3 Accelerating Shifts in Official Development Assistance

Official Development Assistance (ODA) is more than just cash. It is a powerful way to make a difference where it matters most. It is aimed at improving economic development and welfare for millions of people. ODA, also referred to as aid, means having access to electricity and medical care, having food on the table, or even having an opportunity for a better future. Global ODA reached record levels in 2022, $287 billion at constant 2021 prices, but continues to fall short of the SDG 17 aid target. ODA from DAC donors remained $143 billion below the SDG 17 aid target of 0.7% of their gross national income. In 2022, ODA for developed countries increased by $28 billion and for asylum seekers and refugees in donor countries it increased by $20 billion, driving the overall increase of ODA. Aid flows to developing regions fell by $4 billion despite global ODA reaching record levels in 2022. ODA for developing countries decreased by 2%. It fell by more than 3.5% for Africa, Asia and Oceania and least developed countries (LDCs) between 2021 and 2022. The decline in ODA affected the majority of developing countries, including 24 LDCs and 15 Small Island Developing States (SIDS).

Integridad de la información en las plataformas digitales

El presente informe de políticas se centra en cómo las amenazas a la integridad de la información repercuten en el progreso de las cuestiones globales, nacionales y locales. En Nuestra Agenda Común, defendí un consenso común y empírico en torno a los hechos, la ciencia y el conocimiento. A tal fin, aquí se describen someramente los posibles principios de un código de conducta que ayude a orientar a los Estados Miembros, las plataformas digitales y otras partes interesadas en sus esfuerzos por hacer que el espacio digital sea más inclusivo y seguro para todos, defendiendo al mismo tiempo a capa y espada el derecho a la libertad de opinión y de expresión y el derecho de acceso a la información. El código de conducta para la integridad de la información en las plataformas digitales se está elaborando en el contexto de los preparativos de la Cumbre del Futuro.

Настоящая концептуальная записка посвящена тому, как угрозы для информационной добросовестности сказываются на прогрессе в решении глобальных, национальных и естных проблем. В «Нашей общей повестке дня» я призвал к эмпирически выверенному консенсусу в отношении фактов, научных выкладок и знаний. Поэтому в настоящей записке излагаются потенциальные принципы для кодекса поведения, который поможет сориентировать государства-члены, цифровые платформы и другие заинтересованные стороны в их усилиях, призванных сделать цифровое пространство инклюзивнее и безопаснее для всех, энергично защищая при этом право на свободу мнений и их свободное выражение и право на доступ к информации. В контексте подготовки к Саммиту будущего разрабатывается кодекс поведения для обеспечения информационной добросовестности на цифровых платформах. Надеюсь, он станет золотым стандартом в качестве ориентира для действий по упрочению информационной добросовестности.

Sobre la base de la Cumbre sobre la Transformación de la Educación y el informe de la Comisión Internacional sobre los Futuros de la Educación, el presente informe de políticas examina con más detalle la crisis actual de la educación y propone unas ideas y una serie de medidas orientativas para que los países y la comunidad internacional transformen la educación. El derecho a la educación y al aprendizaje permanente es una parte esencial de la Agenda 2030 para el Desarrollo Sostenible porque la educación, el conocimiento y el aprendizaje son fundamentales para la dignidad, el crecimiento y el desarrollo de la persona. Durante siglos, la educación ha sido la gran igualadora, la fuerza motriz de la construcción nacional y el motor del progreso social, cultural, económico y tecnológico. Sin embargo, en la actualidad, acosada por una doble crisis de equidad y pertinencia, la educación tal y como la conocemos ya no es idónea.

Право на образование и обучение на протяжении всей жизни занимает центральное место в Повестке дня в области устойчивого развития на период до 2030 года, поскольку образование, получение знаний и обучение имеют центральное значение для обеспечения достоинства, роста и развития личности. На протяжении веков образование было «великим уравнителем», движущей силой государственного строительства и двигателем социального, культурного, экономического и технического прогресса. Однако сегодня, столкнувшись с двойным кризисом, а именно кризисом равенства и актуальности, образование в том виде, в котором мы его знаем, уже не соответствует своему назначению.

La présente note d’orientation s’inscrit dans la continuité du Sommet sur la transformation de l’éducation et du rapport de la Commission internationale sur Les futurs de l’éducation. J’y examine plus en détail la crise actuelle que connaît l’éducation et je présente aux pays et à la communauté internationale de grandes orientations et une série de mesures visant à transformer les systèmes éducatifs. Le droit à l’éducation et à des possibilités d’apprentissage tout au long de la vie est au coeur même du Programme de développement durable à l’horizon 2030, car l’éducation, le savoir et l’apprentissage sont indispensables à la dignité, à la croissance et à l’épanouissement de la personne humaine. Pendant des siècles, l’éducation a été un instrument essentiel d’égalisation des chances, a joué un rôle moteur dans l’édification des nations et a constitué un facteur majeur de progrès social, culturel, économique et technologique. Aujourd’hui, cependant, les systèmes éducatifs tels que nous les connaissons sont en crise – leur équité et leur efficacité étant remises en question – et ne sont plus adaptés à l’objectif visé.

La présente note d’orientation porte principalement sur la manière dont les menaces pesant sur l’intégrité de l’information influencent les progrès réalisés aux niveaux mondial, national et local. Dans Notre Programme commun, j’ai préconisé un consensus construit collectivement sur l’expérience et portant sur les faits, la science et la connaissance. À cette fin, la présente note d’orientation expose les principes potentiels d’un code de conduite qui aidera à guider les États Membres, les plateformes numériques et les autres parties prenantes dans les efforts qu’ils déploient pour rendre l’espace numérique plus inclusif et plus sûr pour tous et toutes, tout en défendant vigoureusement le droit à la liberté d’opinion et d’expression ainsi que le droit d’accès à l’information. Le code de conduite portant sur l’intégrité de l’information diffusée sur les plateformes numériques est en cours d’élaboration dans le cadre des préparatifs du Sommet de l’avenir.
A World of Debt: A Growing Burden to Global Prosperity

Public debt can be a powerful tool for development, enabling governments to finance critical expenditures and invest in a better future for their people. However, when public debt grows excessively or rapidly, it becomes a heavy burden, particularly for developing countries. This report highlights the alarming surge in global public debt, driven by cascading crises in recent years. The growing debt burden disproportionately impacts developing countries, as servicing it diverts essential resources away from their development aspirations. Recent events have worsened this challenge. The rise in global interest rates since 2022 further strained public budgets in developing countries. High interest payments are outpacing the growth in essential public expenditures such as health, education, and climate action. In the developing world, home to 3.3 billion people, one out of every three countries spends more on interest payments than on these critical areas for human development.
Demographic Outlook for the Small Island Developing States: Implications of Population Trends for Building Resilience and Prosperity across SIDS

Ten years ago, the United Nations celebrated the International Year of Small Island Developing States (SIDS). In the same year, the SIDS Accelerated Modalities of Action (SAMOA) Pathway, an ambitious 10-year action plan for SIDS, was adopted at the Third International Conference on SIDS held in Apia, Samoa, in 2014. The SAMOA Pathway identifies critical linkages between population and development in island states, most notably in the areas of health, gender equality and women’s rights and on the role of migrants in enhancing development in their communities of origin. Many of these linkages are also highlighted in the Antigua and Barbuda Agenda for SIDS (ABAS), along with emerging demographic issues that present new challenges and opportunities for the sustainable development of SIDS.

With less than seven years left to the 2030 deadline, progress towards the Sustainable Development Goals (SDGs) has been limited. But, at the SDG Summit in September 2023, Member States of the United Nations committed to bold, ambitious, accelerated, just and transformative actions to achieve the 2030 Agenda for Sustainable Development. For Governments, strengthening relationships and earning public trust is pivotal to realizing the changes required for more sustainable and resilient societies. While the COVID-19 pandemic significantly hindered advancement towards the Goals, and in some cases reversed progress, it also sparked innovation and experimentation in public institutions and in the way they interact with one another and broader society from which lessons can be drawn to reinvigorate efforts.
How Can We Accelerate Transformations to Achieve the Sustainable Development Goals (SDGs)? Insights From the 2023 Global Sustainable Development Report

This policy brief summarizes three key recommendations from the 2023 GSDR on how to accelerate progress across all SDGs: (1) we must aim for transformation in key systems where SDGs are closely interlinked; (2) we should shape interventions deliberately according to where a country is along its trajectory of transformation; and (3) we must build capacity for cohesive, forward looking and evidence-informed action. These insights can help decision-makers match actions to ambitions in the second half of the journey toward 2030. The recommendations can also help the United Nations mobilize action and investment around the six transitions that were identified as critical pathways toward the SDGs at the SDG Summit.
Using Large Language Models to Help Train Machine Learning SDG Classifiers

This paper proposes the use of synthetic training data generated by large language models to improve machine learning SDG classifiers. It shows that supplementing existing training data with synthetic data produced by the ChatGPT tool improves the performance of the SDGClassy classifier. This addition of synthetic data is especially useful in building SDG classifiers given the limited availability of properly labeled data and the complex, interconnected nature of the SDGs. Synthetic data thus enable more effective machine-learning applications in this context.

En este documento se presentan nuevas evidencias sobre los efectos de la pandemia mundial del COVID-19 en la economía de los cuidados. Como complemento de otro documento de políticas de ONU Mujeres, “Abordar las consecuencias económicas del COVID-19”, en este se destaca un conjunto de medidas clave para abordar el incremento del trabajo de cuidados no remunerado derivado de la pandemia, garantizar una compensación adecuada y condiciones de trabajo dignas para quienes se desempeñan en este sector de manera remunerada, y permitir la participación de quienes prestan cuidados remunerados y no remunerados en las decisiones políticas que les afectan. También, se brindan recomendaciones que podrían considerar los actores interesados, desde gobiernos hasta organizaciones internacionales y el sector privado, con ejemplos de algunas medidas ya adoptadas.

En complément d’un document distinct intitulé « Lutter contre les incidences économiques du COVID-19 », ce document met en lumière les mesures phares nécessaires pour répondre à l’augmentation de la demande de soins non rémunérés liés à la pandémie, verser des rémunérations suffisantes, créer des conditions de travail décentes pour les soignants rémunérés et permettre la participation des soignants rémunérés et non rémunérés aux décisions politiques les concernant. Ce document formule des recommandations qui doivent être prises en compte par toutes les parties prenantes, qu’il s’agisse des gouvernements ou des organisations internationales, et donne des exemples d’initiatives déjà prises.
