Guidelines for the Formalization of Informal Constructions
This publication is a brief, practical and easy-to-read guide, explaining how to structure a programme for the formalization of informal constructions. It shows how to do this in an affordable, reliable, inclusive and timely manner so that governments can meet the Sustainable development Goals (SDGs) by 2030 and implement the New Urban Agenda. The focus is on the formalization process itself, but there are also descriptions of the preparatory work needed to analyze problem magnitude, as well as how to find political acceptance, identify post-formalization factors, and identify the root problems that cause future informality. The causes of informal development include rapid urbanization, lack of affordable housing, poverty, internal migration, conflicts, marginalization, natural disasters, cumbersome authorization processes, serious weaknesses in the private sector, and corruption. Sometimes society’s most vulnerable groups use it “move-up” from poverty, sometimes people desiring better housing use extra-legal processes to avoid flaws in existing land-market legal systems. These factors often lead to more inspections, bureaucracy, penalties, fees and sometimes even imprisonment. When the causes are systemic, these measures are more likely to exacerbate than resolve the problem. This guide will assist in all aspects of the informal construction formalization process, to the benefit of inhabitants, governments and stake holders.
Guidelines on Evidence-based Policies and Decision-making for Sustainable Housing and Urban Development
The Guidelines are a practical reference document on approaches to evidence-based policy-making for policy-makers involved in development and implementation of policies on housing and urban development at all levels of governance. The Guidelines can be used at all stages of the policy making – from agenda setting and policy formulation to the implementation/review and evaluation. Guidance on Land-Use Planning, the Siting of Hazardous Activities and Related Safety Aspects
The guidance aims to assist Parties in more effectively mitigating the effects of possible industrial accidents and the consequences on human health, the environment and cultural heritage within countries and across borders. The general guidance (Part A) does this by sharing examples and pointing to good practices of countries’ efforts in the UNECE region to integrate industrial safety considerations into environmental assessment and land-use planning processes. It also highlights the important interlinkages, synergies and complementarities between these and other instruments, including the UNECE Convention on Access to Information, Public Participation in Decision-Making and Access to Justice in Environmental Matters (Aarhus Convention), aiming to assist competent authorities and practitioners in applying the provisions. Review of Practices in the 2010 Round of Censuses
The population and housing census provides, at regular intervals, information on the number and characteristics of the population of a Country, and on its housing stock. It is an essential source of information for small-area, national, regional and International planning and development. This publication reviews the practices followed by countries in Eastern Europe, Caucasus and Central Asia in the population and housing censuses of the 2010 round (taken between 2009 and 2014). The aim is to compare the different approaches and practices adopted among these countries as well as with those in other countries in Europe and North America. and to assess the compliance with the "Conference of European Statisticians recommendations for the 2010 censuses of population and housing". The publication reports that, in contrast to the diverging methodologies being adopted elsewhere throughout the UNECE region, the censuses carried in Eastern Europe, Caucasus and Central Asia have continued to follow the long-standing approach of entire field enumeration. The publication reviews in detail how the different countries collected information on the various population and housing census topics, highlighting similarities and differences, and providing useful information for users of census data and planners of future censuses.

The main purpose of this publication is to provide the producers of population and housing censuses with guidance on the use of registers and administrative data for censuses, including operational, practical, technical and legal aspects. Although various United Nations recommendations on population and housing censuses include a brief description of how registers and administrative data can be used for censuses, this is the first publication entirely dedicated to this subject. The publication was prepared by a task force composed of leading census experts from national statistical offices. The publication primarily targets national statistical offices and other agencies responsible for census taking, and is also expected to be valuable for users of census results.
Policy Framework for Sustainable Real Estate Markets
The UNECE Real Estate Market Advisory Group (REM) is a group of real estate experts who advise the Committee on Urban Development, Housing and Land Management on sustainable real estate markets, working to identify specific measures to strengthen a country’s real estate market in a manner that would contribute to economic growth and sustainable development. In 2010, the REM Advisory Group published the “Policy Framework for Sustainable Real Estate Markets”, a tool that would help guide the member States to create sustainable real estate markets. However, the emergence of key international agreements, such as the 2030 Agenda for Sustainable Development, the Geneva UN Charter on Sustainable Housing, the New Urban Agenda, the Paris Agreement, and the Basel III Agreement, have led to the establishment of new global and regional policy frameworks for future activities on sustainable urban development at all levels. In response to the request of the Committee to update the Policy Framework to reflect the emergence of such key agreements, the REM Advisory Group produced the current publication, which now also includes updates on the issues such as urbanization, migration and mobility flows, technology and innovation, the growth of emerging markets and asset competition, the change in housing demand oriented towards green buildings and new designs, energy consumption and climate change, and other relevant phenomena. Moreover, this version of the Policy Framework for Sustainable Real Estate Markets maintains that, contrary to the widespread belief that finance and real estate sectors have negative impact on sustainability, they can actually contribute to the achievement of Sustainable Development Goals with the implementation of effective and compatible principles. In particular, this publication shows that these principles can be incorporated by national, local and municipal governments and applied to various forms of real estate.

With durable solutions out of reach and facing barriers to leading self-sufficient lives, they are “left behind” despite the promises of the Sustainable Development Goals. In light of these alarming trends and the need for more effective response strategies, this OCHA-commissioned study offers a better understanding of protracted internal displacement and related challenges. The study finds that addressing protracted internal displacement is not a purely humanitarian concern, but rather a key development and political challenge, with humanitarian and, depending on the context, human rights, peace and security, and disaster risk reduction actors at all levels each having a distinct role to play. The study recommends that stakeholders focus on clear and measurable collective outcomes and the reduction of vulnerabilities of IDPs and host communities over time. This approach implicitly recognizes that IDPs should not have to wait until a conflict is fully resolved or all impacts of a disaster have ceased before they can begin rebuilding their lives and move towards self-sufficiency. Through this new approach, millions of IDPs and host communities could secure better access to livelihood opportunities, adequate housing with security of tenure and basic services. The study features five case studies: Colombia, the Democratic Republic of the Congo (DRC), the Philippines, Somalia and Ukraine.

This publication advocates a “cities-based” approach to sustainable development, which recognizes the central and integrating role that cities and urban living play in developing sustainability. The publication highlights that, similarly to the financial crisis of 2008, the COVID-19 pandemic has shown how different cities have different capacities to cope with crises. Both the pandemic and the economic crisis caused by lockdown measures have disproportionally affected different cities as well as different groups of the population, with the most vulnerable groups of society suffering most. The pandemic has also demonstrated that cities need to develop innovative methods to confront infectious diseases without relying on drastic top-down measures such as lockdown restrictions. Instead, cities need to use innovative and sustainable measures, including within urban design and planning, to establish green public spaces and other nature-based solutions.

This publication sheds light on the impact of the Israeli restrictions on the economy of the West Bank and the socioeconomic conditions of its households for the period 1998-2019, with special focus on the impact of the restrictions imposed by occupation in the aftermath of the second Intifada. It provides an overview of the Israeli restrictions and measures during the second Intifada and the post Intifada period. It then considers a counterfactual (alternative) growth path for the West Bank from the year 2000 onwards, to give some indication of the range of the potential economic growth that could have been realized if the restrictions imposed upon the outbreak of the Intifada had not occurred -or the economic costs in terms of GDP loss. It applies the empirical best prediction (EBP) method of Molina, Rao and Datta (2015) to combine the strengths of household surveys and censuses in order to estimate the poverty headcount and other indicators, which in turn allows for an assessment of the impact of the second Intifada using poverty gap and depth indicators. Finally, the study provides a set of recommendations and conclusions for the occupying power, Palestinian policymakers, the international community, and development partners.

New data and analysis in the report, New Threats to Human Security in the Anthropocene, shows that people’s sense of safety and security is at a low in almost every country, including the richest countries, despite years of upwards development success. Those benefiting from some of the highest levels of good health, wealth, and education outcomes are reporting even greater anxiety than 10 years ago. To tackle this disconnect between development and perceived security, the report calls for greater solidarity across borders and a new approach to development; one that allows people to live free from want, fear, anxiety and indignity. The imperative to act now has never been more clear, as new findings also show that global life expectancy at birth is falling for a second year because of COVID-19, and overall human development measures are also moving downward. Furthermore, climate change is likely to become a leading cause of death around the world. Even with moderate mitigation of emissions, some 40 million people might die because of changes in temperatures before the end of the century. The report examines a cluster of threats that have shifted to become more prominent in recent years including those from digital technologies, inequalities, conflicts, and the ability of healthcare systems to tackle new challenges like the COVID-19 pandemic. Addressing these threats will require policy makers to consider protection, empowerment, and solidarity alongside one another so that human security, planetary considerations and human development all work together and not despite each other. This means that solutions for one problem shouldn’t exacerbate other problems. The report also notes the strong association between declining levels of trust and feelings of insecurity. People with higher levels of perceived human insecurity are three times less likely to find others trustworthy.

This publication uses national sources of data on deaths from civil registry offices and health information systems to analyse the impact of the coronavirus disease (COVID-19) on mortality in the countries of the region. In addition, by means of a simulation exercise based on different scenarios of COVID-19 prevalence rates, it estimates the impact of COVID-19-related deaths on life expectancy at birth for the 38 countries and territories of Latin America and the Caribbean. The information used to prepare this edition of the Demographic Observatory corresponds to official information on deaths and causes of death available at 31 October 2020, as well as population estimates and projections prepared by the United Nations.

COVID-19 Recovery Action Plan for Informal Settlements in the ECE Region
The COVID-19 Recovery Action Plan for Informal Settlements in the UNECE Region is dealing with both – the new challenges, created by COVID-19, and the pre-existing ones, while also addressing the achievement of the Sustainable Development Goals (SDGs). This Recovery Action Plan, targeted at national and local governments in the ECE region, provides an extensive list of goals, targets, and actions that can be advanced by governments, local authorities, residents, community leaders, non-governmental organizations, and other stakeholders to help mitigate and/or prevent the COVID-19 pandemic spread. It is also designed to help build back better to achieve greater resilience against future pandemic risks while simultaneously helping to achieve the Goals of the 2030 Agenda for Sustainable Development, with a particular focus on SDG 11 on sustainable cities and human settlements.

Perserverance Partnership Progress
For twenty-five years, the United Nations Mine Action Service (UNMAS) has helped reduce the impact of explosive ordnance contamination on communities worldwide. The 2021 annual report highlights UNMAS activities, achievements, funding and expenditures. But in a larger sense, it tells the story of advancing fundamental building blocks of peace and security. Around the globe, mine action has opened roads, ensured more children can safely attend school and provided increased access to water sources, farmland, markets and health facilities. These efforts have also allowed more displaced civilians to return home free of the fear of explosive threats, facilitated the safe delivery of lifesaving humanitarian relief, and created a safer environment for peacekeepers. Despite this progress, needs continue to grow. In Afghanistan, vast tracts of contaminated land have only recently been made accessible to mine action teams. In Ethiopia and Myanmar, conflict is not only adding to contamination, but forcing fleeing civilians to navigate land littered with explosive remnants of war. The war in Ukraine has seen the use of enormous amounts of ordnance, including in populated urban areas, which will require mine action for decades to come. The increased use of Improvised Explosive Devices is also having greater impact on civilians and peacekeepers – as recognized by the Security Council and the General Assembly. As this report makes clear, mine action makes a real difference in the lives of people and communities.

Science, Technology and Innovation for Sustainable Urban Development in a Post-pandemic World
The report focuses on the contribution that STI practices make towards mitigating some of the most pressing sustainability challenges facing the urban socio-technical systems in a post-COVID-19 world. The report also assesses the urbanization trends and the impact of the pandemic on sustainable urban development. It identifies 12 key urban sustainability challenges: energy, circularity, water, mobility, economic prosperity and financial stability, housing, education, gender empowerment & equality, urban planning, healthcare, safety and security, and protection from natural disasters. For each category, a selection of practical STI solutions and innovative case studies worldwide are presented. Finally, the report calls for action at the national and international level to seize the innovation momentum from the COVID-19 pandemic and to use the transformative power of STI to deliver on the commitment to sustainable urban development. Governments should prioritize the STI solutions that ensure value for money and more efficient spending, focusing on activities that boost urban resilience. International cooperation efforts will be needed to further pool, formalize and transfer the available knowledge on effective STI solutions.

The report provides concrete recommendations on how to guide a resilient, sustainable, equitable, and inclusive recovery. It calls on Arab States to act quickly, decisively and at scale, to assess, evaluate, and strengthen capabilities and capacities and build effective and trustworthy institutional structures that can support a new social contract to better help societies cope with future shocks and disasters.
Urban Climate Action: The Urban Content of the NDCs - Global Review 2022
This report was prepared by United Nations Human Settlement Programme (UN-Habitat) and the UNESCO Chair on Urban Resilience at the University of Southern Denmark. It offers a global analysis of the urban content of 193 Nationally Determined Contributions (NDCs) submitted to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) before the 19th of June 2022. For this report, more than 200 indicators were used to analyse external data (e.g., Human Development Index and income categorisation) and data within the NDCs, including climate mitigation and adaptation challenges and responses, as well as specific sectors.

This publication by the United Nations and UNESCO with the support of the World Jewish Congress studies the extent and nature of Holocaust denial and distortion on Facebook, Instagram, Telegram, TikTok and Twitter in English, French, German and Spanish. It finds that Holocaust distortion and denial on social media remains a significant cause of concern across all platforms and based on the empirical findings, provides recommendations for policymakers, international organizations, civil society, academia, educators and social media platforms.
