Women and Gender Issues
The Long Road to Equality - Taking Stock of the Situation of Women and Girls in the Asia and the Pacific for Beijing+25
A Synthesis Report
Addressing gender inequality is fundamental for achieving a prosperous, inclusive and sustainable future for all. The year 2020 marks a series of converging global milestones; the 25th anniversary of the adoption of the Beijing Declaration and Platform for Action, the 20th anniversary of the UN Security Council resolution 1325 on Women, Peace and Security and the 5-year milestone of the 2030 Agenda and the Sustainable Development Goals, all together offering the opportunity to take stock of progress and persisting challenges and to identify and accelerate actions that can make gender equality and the empowerment of women a reality for all women and girls in the Asia-Pacific region. Within this context, the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) conducted a study of the progress made and gaps that remain in implementation of the Beijing Declaration and Platform for Action. This synthesis report is the result of the analytical review, drawing from the national review reports of ESCAP members and associate members on Beijing+25 review, SDG data, as well as other secondary literature. The findings suggest that the Asia-Pacific region has made good progress in the empowerment of women and girls over the last 25 years, but much work remains. Further, progress made is currently threatened by the COVID-19 pandemic – a pandemic with gendered effects that are in large part attributable to the social and economic inequalities women have long faced. As such, there is a critical need for concerted collective, collaborative and resourced action to empower all women and girls in Asia and the Pacific.
Women and Girls Left Behind: Glaring Gaps in Pandemic Responses
As the pandemic forced governments to improvise responses, UN Women moved quickly to collect data on how COVID-19 was impacting women and men to inform decision-making. Since March 2020, rapid gender assessments on the socio-economic impacts of COVID-19 were conducted in at least 58 countries. They focused on five areas of concern: 1) economic activities and resources; 2) unpaid domestic and care work; 3) access to goods and services, 4) emotional and physical wellbeing; and 5) relief measures. The surveys confirmed that women and men are experiencing the pandemic differently. The findings have since been used to inform critical gender-responsive policies and recovery plans to build back better. This report summarizes survey findings across the 5 areas of concern, highlighting where the gaps are and where the data has already had an impact.

It provides in-depth understanding of the risk factors, protection and assistance needs facing migrants with diverse SOGIESC.
Gender-responsive and Disability-Inclusive Early Warning and Early Action in the Pacific Region
Findings and Recommendations for Future Action
The report explores the barriers, challenges and opportunities to strengthening gender-responsive and disability-inclusive early warning early action in the Pacific, focusing on existing policies, practices and knowledge. It seeks to capture evidence on risk perception, warning practices and response mechanisms that could be leveraged to make EWS inclusive and people-centred. The findings show that Pacific SIDS have well-established institutional and legislative frameworks for disaster risk management, including action on climate change. There are many initiatives and efforts to achieve a shared vision and commitment across SIDS to mainstream gender and disability inclusion into DRR and EWS. While gender and disability are integrated into and referenced in the national policies and strategies, insufficient information and understanding of the root causes of vulnerability and limited capacity to address them in local disaster management plans and response mechanisms remain challenging. In reality, many tasks remain to effectively implement and apply mainstreaming commitments.
Gender-related Killings of Women and Girls (Femicide/feminicide)
Global Estimates of Female Intimate Partner/family-related Homicides in 2022
This is the second joint UNODC and UN Women global research report on the gender-related killings of women and girls. While overall homicide numbers globally have started to fall after a peak in 2021, the number of female homicides is not decreasing. Most of these killings of women and girls are gender-related, and more than half of all female homicides are committed by intimate partners or other family members. The risks of gender-based violence and femicide are only rising as our world is engulfed in conflict, humanitarian emergencies, environmental and economic crises and displacement. Global action is needed, most of all,’ to stop the violence from occurring in the first place.
Feminist Climate Justice: A Framework for Action
The climate crisis is the most pressing issue of our times, one that is threatening progress on gender equality and human rights and hindering the achievement of the Sustainable Development Goals. Against this backdrop of rising global temperatures and unfulfilled national pledges, women, girls and gender-diverse people are mobilizing to demand that their voices be heard in decision-making on climate policy. To answer their demands, this paper describes how to achieve feminist climate justice through four interlinked dimensions (recognition, redistribution, representation and reparation) and the principles of interdependence and intersectionality. It provides practical guidance on what countries need to do to transition to low-emission economies that are resilient to a changing climate, while advancing gender equality and recognising the leadership of women, girls and gender-diverse people in driving the change that is so urgently needed. In doing so, it zooms in on the global food system as just one illustration of how this framework can be applied, as well as provides analysis of the major barriers to accountability for gender-responsive climate action and how they can be overcome. The vision for feminist climate justice is of a world in which everyone can enjoy the full range of human rights, free from discrimination, and flourish on a planet that is healthy and sustainable. With this conceptual framework, UN-Women aims to open up space for discussion of feminist alternatives to the status quo and to inform the next edition of its flagship report, Progress of the World’s Women, on gender equality in the age of climate crisis.
Violence Against Girls, Boys and Women in Southern Africa: A Statistical Profile
Violence against girls, boys and women is a grave violation of their fundamental rights and an issue of concern worldwide. It is an afront to their dignity, safety and well-being with long-lasting, often intergenerational, consequences. The Southern African Development Community (SADC) and the United Nations Children’s Fund (UNICEF) are committed to addressing this urgent issue and working towards a world in which every child and woman can live free from violence. This publication represents a joint effort by SADC and UNICEF to compile and present the latest data from national surveys to document the prevalence of violence against children and women in the SADC region. The findings shed light on the nature and magnitude of the problem as well as the factors that contribute to its continuation. The results reveal that violence against children and women in the region is pervasive and persistent, affecting millions of lives. This violence takes many forms, including physical, sexual and emotional violence along with neglect and exploitation. The report also shows that such violence is often hidden, underreported and perpetuated by harmful social norms, gender inequality, poverty, conflict and other structural factors. It makes apparent that beyond the so-called three ‘C’s’ – COVID, climate change and conflict – violence against children and women represents a clear threat to national economies, mental health and educational outcomes.

Taking Stock: Sexual and Reproductive Health and Rights in Climate Commitments
A Global Review
The Nationally Determined Contributions (NDCs) are the most central and globally representative climate policy documents that outline the national climate plans of countries that have ratified the Paris Climate Agreement. Submitted every five years, the NDCs indicate the voluntary commitments of countries to achieving agreed-upon mitigation and adaptation goals. With climate impacts increasing in scale and intensity, communities on the frontlines are becoming more vulnerable, especially women and girls. As the year 2023 marks the conclusion of the first global stocktake of the Paris Agreement, this report reflects on how 119 NDCs incorporated SRHR issues and seeks to inform the next cycle of NDCs to be submitted in 2025. UNFPA, in collaboration with Queen Mary University of London, conducted a systematic content analysis of SRHR references and related thematic areas in NDC documents for 119 countries. Accompanying this will be regional reports for five regions: Arab States, Asia Pacific, East and Southern Africa, Latin America and the Caribbean and West and Central Africa. This global report examines the integration of sexual reproductive health and rights and related themes - including health, gender, population dynamics, youth, human rights, vulnerable groups and participation - in the NDCs of countries from 2020. It offers recommendations on how the next submissions can more effectively address these intersections in terms of impact, commitments, budget and other critical actions.

Counted & Visible Toolkit to Better Utilize Existing Data From Household Surveys to Generate Disaggregated Gender Statistics
Disaggregated gender statistics are critical for putting the spotlight on inequality and underscoring the need to realize the rights of poor and marginalized women and girls and prioritize them in policy-making processes. The 2030 Agenda pledges to leave no one behind and to ensure progress for all nations and peoples and for all segments of society. To identify those who are left behind, high-quality, timely, and reliable data disaggregated by income, gender, age, race, ethnicity, migratory status, disability, geographic location, and other characteristics are necessary. The Counted and Visible Toolkit provides a compilation of tools and mechanisms drawing on country case studies to produce disaggregated gender statistics using an intersectional lens, creating credible evidence to inform gender-responsive policies. This publication was developed by UN Women’s global gender data programme, Women Count, in collaboration with the Inter-secretariat Working Group on Household Surveys.

Social and Economic Situation of Palestinian Women and Girls: July 2020–June 2022
The present report reviews the situation of Palestinian women and girls during the period July 2020–June 2022, focusing on political, social, economic and human rights developments. Building on research by the United Nations Economic and Social Commission for Western Asia (ESCWA) on the status of Palestinian women and girls, and drawing upon the most recent data, the present report highlights the complex situation of women and girls, revealing both progress and setbacks in the context of the Israeli occupation of the West Bank, including East Jerusalem, and of the Gaza blockade. Palestinian women and girls also continued to face entrenched discrimination and rights violations within their own society in the context of traditional patriarchal norms, inequitable power dynamics, and stalled progress of the State of Palestine in aligning national legislation and policies with the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), which is in part due to the fragmentation of the Palestinian territory and the inability to convene the Palestinian Legislative Council. Despite several measures implemented by the Government of Palestine over the reporting period, including the launch of the second National Action Plan on Women, Peace and Security, violence against women and girls remains prevalent and women’s political and economic participation curtailed.
Linking Trade and Gender Towards Sustainable Development
An Analytical and Policy Framework
Any change of trade policies or other economic policies is likely to have gender-specific repercussions. Specifically, international trade affects men and women in their different economic roles differently depending on their income, wealth, race, ethnicity, caste, spatial location, age, etc. This creates multiple and intersecting patterns of inequality, compounding the effect. This teaching volume will focus on the gender and trade dimension, including research carried out by UNCTAD, as part of a broader debate on the distributional effects of trade integration. Looking at countries’ socio-economic structure through a gender lens is the general framework applied.
eTrade for Women: Fostering Women Entrepreneurship in the Digital Economy
Insights from UNCTAD’s eTrade for Women Advocates 2019–2021 Cohort
Building on the experience of UNCTAD’s eTrade for Women initiative, and more specifically on the first cohort of eTrade for Women Advocates, this paper reviews the main obstacles that women digital entrepreneurs encounter in developing countries. It sheds lights on the entrepreneurial paths of the Advocates, who have been at the forefront of the digital transformation in their respective regions, and highlights some of the factors that have been instrumental to their success as business leaders. It also explores actionable measures that could be put in place to help more women follow in the footsteps of the Advocates to grow successful digital businesses and be influential players in the digital economy.
Women Economic Empowerment in the Arab Region
Guidelines to Advance Care Policies
In the area of global development issues, there has been a long-standing agenda concerning women’s rights and gender issues. While progress has been made on various fronts, gender inequality across the world remains to be addressed in its entirety, including in the Arab region. The Arab region continues to register one of the largest gender gaps, despite significant progress in educational achievement. Educational advancement has not trickled down to economic participation and opportunity, since women’s labour force participation in several countries in the region remains low compared to countries in other regions or to male labour force participation in Arab countries. These guidelines form a tool addressed to policymakers in the Arab States to support and scale up their efforts to advance care economy and policies and promote women’s economic participation. It also serves relevant non-governmental stakeholders to support the promotion and expansion of the care economy.
Investing in Maternal Health and Family Planning in Small Island Developing States
Health and Economic Benefits From Investing in the Achievement of Three Transformative Results by UNFPA in the Pacific and Caribbean
This publication focuses on new research to estimate the costs associated with achieving UNFPA's three transformative results by 2030: ending preventable maternal deaths; ending the unmet need for family planning; and ending gender-based violence and all harmful practices, including child marriage and female genital mutilation. This study on small island developing States will inform actions to accelerate achievement of these transformative results. Focused on countries in the Pacific and the Caribbean, it presents evidence for governments on how to prioritize health system interventions amid the disruptions of the COVID-19 pandemic and in the years to follow. This investment case emphasizes scaling up maternal health interventions to reach national targets and reduce maternal mortality, as well as empowering women by reducing high levels of unmet need for family planning through increased investment in high-quality, rights-based contraceptive services.
Undernourished and Overlooked: A Global Nutrition Crisis in Adolescent Girls and Women
Undernutrition, micronutrient deficiencies and anaemia amplify gender inequalities by lowering learning potential, wages and life opportunities for adolescent girls and women, weakening their immunity to infections, and increasing their risk of life-threatening complications during pregnancy and childbirth. In ‘Undernourished and Overlooked: A Global Nutrition Crisis in Adolescent Girls and Women’ UNICEF examines the current status, trends and inequities in the nutritional status of adolescent girls and women of reproductive age (15-49 years), and the barriers they face in accessing nutritious diets, utilizing essential nutrition services and benefiting from positive nutrition and care practices. The analysis focuses on undernutrition, micronutrient deficiencies and anaemia because these forms of malnutrition affect the most vulnerable adolescent girls and women in low- and middle-income countries, especially in the context of the ongoing global food and nutrition crisis.

This publication explains why gender-responsive standards are important, aiming to broaden the audience of GRS. Standards are an integral part of everything that surrounds us, from cell phones to toothbrushes, even if most consumers don’t realize it. These help ensure that products conform to safety and security requirements as well as other priorities (for the environment, for society or other). Standards aim to create consistency and reliability such that users can depend on a predictable result. Standards aim to be gender neutral; however, studies have shown that standards are very often developed for a reference individual which is based on a Caucasian man aged 25-30, weighing 70 kg (155 lbs). This androcentric approach can neglect important considerations of ages, gender, size, etc. which are often considered niche. This leaves at least half of the population – women – as not being actively considered in the setting of standards. The World Bank and the World Trade Organization underline that women and girls represent half of the potential of the world’s population and that reducing the gender gap will promote economic development. This is why a gender-responsive approach to standards and their making processes in necessary. It targets potential user groups -- government agencies and technical committee experts. It also establishes the link with other key sustainability topics.
Trade and Entrepreneurship in Indonesia From a Gender and Development Perspective
This study, which focuses on trade and gender linkages and their impact on women’s entrepreneurship in Indonesia, forms part of UNCTAD’s teaching material on trade and gender. The aim of this capacity-building initiative is to promote the capacity of policymakers, civil society organizations, academics, and other stakeholders to examine the interaction between trade and gender and develop gender-responsive policies. Section 2 of the report gives an overview of socioeconomic and gender profiles, and section 3 presents the trade structure of Indonesia. Section 4 examines the impact of Indonesia’s trade flows and trade policy on women’s economic empowerment and entrepreneurship, with a focus on selected case studies from each broad economic sector, namely the oil palm sector from agriculture, the wearing apparel and furniture sectors from industry, and the tourism, wellness, creative economy, and banking sectors from services. These sectors are either major exporters or key sectors of the domestic economy in which women are concentrated, and they are all priority sectors for the government. Section 4 also discusses women entrepreneurs in e-commerce as an emerging area of interest for trade and female entrepreneurship. Section 5 delves into trade policy. It analyses the gender and trade nexus in Indonesia, international good practices, and country examples of economies similar to Indonesia. On that basis, the section proposes a roadmap to use trade and related policies to support women’s economic empowerment and entrepreneurship. Section 6 summarizes the main findings of the report and presents a policy implementation framework.
There are several pathways through which energy systems are transitioning to a decarbonized, sustainable economy. The development and implementation of these technologies are being driven by innovation in a wide variety of technologies. Now that most economies are emerging, governments are focused on driving a sustainable socioeconomic recovery from the COVID-19 pandemic, but there is an endemic issue which must be addressed. The energy sector is missing out on the experiences, skills, and talents of much of half the human population, which severely constrains the sustainable energy transition. In addition to a larger skilled workforce, there are several advantages in bridging the gender gap within the energy sector. Gender disparities in the energy sector have been observed around the world. Women are less represented in policymaking, corporate leadership and governance, as entrepreneurs and venture capitalists, and in the labour workforce. These barriers are surmountable using a two-way complementary approach, which is simultaneously bottom-up - action by women and society to bridge the gap of gender inequality in the energy sector – and top-down – government and policymakers need to develop policy tools to encourage women’s participation in the energy sector. This paper is summarising key findings from a report and empirical case studies of five United Nations Economic Commission for Europe (ECE) member States: Albania, Belarus, Ukraine, the United Kingdom, and Uzbekistan.
Women’s Rights in Review 30 Years After Beijing
This summary report highlights findings from the United Nations Secretary-General’s report on the review and appraisal of the Beijing Declaration and Platform for Action, the most comprehensive stocktaking on gender equality and women’s rights available globally. In 2025, the world celebrates 30 years of achievement on the platform, a visionary 1995 plan agreed by 189 governments to achieve the equal rights of ALL women and girls. The review reflects global, regional and national reviews of 159 countries, summarizing progress and priorities for further action. It finds that many countries have made strides on gender equality and women’s empowerment, from banning discrimination in employment to adopting gender-responsive climate action plans. Innovation is accelerating progress, and opportunities are opening to scale up proven strategies. Yet gender discrimination remains deeply embedded in all economies and societies, imposing chronic constraints on the rights and hopes of women and girls. Extensive participation in the review reflects the continued relevance and critical importance of the Beijing Platform for Action, including in reaching the global Sustainable Development Goals. Based on the findings, UN-Women has collaborated with partners to design the Beijing+30 Action Agenda. This brings people together to realize the promises of the platform and the global goals, reinforcing how everyone has a role to play.

Empowering Girls, Securing Futures
The Investment Case for Preventing Adolescent Pregnancy and Child Marriage in South-East Asia
In South-East Asia, adolescent pregnancy and child marriage share common drivers such as social and gender norms that undervalue girls and stigmatize their sexual and reproductive health. Empowering Girls, Securing Futures focuses on new research and modeling that quantifies the health and economic benefits associated with investing in proven multisectoral interventions that prevent adolescent pregnancy and child marriage. It covers five South-East Asian countries: Cambodia, Indonesia, Lao People’s Democratic Republic, Malaysia and the Philippines. The report finds that investments to scale up and sustain proven interventions to support girls’ capabilities from now until 2050 would yield USD$10 for every USD$1 invested, producing positive outcomes for girls, whole societies and economies. The report is a clarion call to governments and partners to implement the comprehensive package of interventions; target and reach the most vulnerable adolescent girls; and secure the needed resources to scale the programmes.

World Survey on the Role of Women in Development 2004
Women and International Migration
A gender perspective is essential to understanding both the causes and consequences of international migration. Female migrants are increasingly part of worker flows, moving on their own to become the principal wage earners for their families. Most women move voluntarily, but women and girls are also part of the flows of forced migrants who have fled conflict, persecution, environmental degradation, natural disasters and other situations that affect their habitat, livelihood and security. The trafficking of people for prostitution and forced labour also, is an area of increasing concern to the international community. This Survey sets out recommendations that, if adopted, will improve the situation of migrant, refugee and trafficked women.
Non-contributory Pension Systems in Latin America and the Caribbean: Towards Solidarity with Sustainability
The expansion of non-contributory pension systems in the region has been one of the major milestones in the development of social protection architecture in a context of high levels of informal labour, rapid population ageing, and significant gaps and inequalities, including gender inequalities. Non-contributory pension systems have expanded substantially in the twenty-first century, approaching a coverage rate of 3 in 10 persons aged 65 years and over in Latin America and the Caribbean in 2022. Establishing non-contributory pension systems and strengthening those that already exist in the countries of the region can decisively contribute to the civilized objective of eradicating poverty in old age, helping to significantly reduce inequalities and to ensure protected levels of income during this phase of life. This publication proposes a collective approach to addressing the risks associated with old age, one that focuses on building revitalized architecture for well-being to advance towards universal coverage centred on sustainability and solidarity. The achievement of sustainable non-contributory pension systems is foundational to the pursuit of solidarity and the full exercise of rights in old age.
The Impact of Non-tariff Measures on Women’s e-Commerce Businesses in Developing Countries
This paper highlights the importance of understanding the gender-specific barriers to cross-border e-commerce, including those posed by Non-tariff measures (NTMs). NTMs, while essential for public health, safety, and environmental protection, impose high trade costs that disproportionately affect women-led businesses. These costs are exacerbated by women's lower capacity to understand and comply with NTMs and the concentration of women in micro, small, and medium enterprises (MSMEs) and female-intensive sectors. Some NTMs, however, can enhance consumer confidence in foreign products, potentially benefiting women e-commerce entrepreneurs. To mitigate these challenges, domestic policy reforms, international cooperation, and targeted trade agreements are essential to reduce NTM-related trade costs and support the inclusive development of e-commerce for women. Closing gender gaps in education, skills, and digital access, and creating a supportive business environment are crucial for ensuring equal participation in the digital economy.
Stigma and Empowerment: A Qualitative Study on Nepalese Women and Labour Migration
Authored by Niva Shrestha, Joelle Mak and Cathy Zimmerman, this Migration Research Series paper explores the concepts of stigma and empowerment through the perceptions and experiences of 55 prospective Nepalese women labour migrants. The results of this qualitative study show that migration can empower women labour migrants gaining access to human and economic resources, by exercising agency through decision-making and, through this, achieving self-worth. But the associated stigma also disempowers them with experiences they face from themselves, their families, communities and the institutions around them. To foster the positive aspects of labour migration of women, interventions are needed to challenge the social and cultural structures that perpetuate gender inequalities and lead to stigmatization of migrant women.
Sport and Gender Equality Game Plan
Guidelines for Gender-transformative Sport Policies and Programmes
The Sport and Gender Equality Game Plan aims to support sport decision-makers in designing and delivering evidence-based policies and programmes that advance sustainable social transformations. The 2024 Paris Olympic Games are the first in history to achieve gender parity of athletes on the playing field. Over the past few decades, the number of girls participating in sport has risen in many countries, leading to improved physical and mental health and increased opportunities for millions of women and girls. Advances in sport and gender equality can transform lives and uplift communities. Girls who play sport have higher grades, are more likely to graduate high school and are less likely to experience an unintended pregnancy. Participation in sport also develops soft skills, which can be applied in the labour market. 80% of female Fortune 500 executives played competitive sport at some point in their lives. More broadly, sport helps create just, peaceful and gender-equitable societies, making sport a low-cost, high impact investment: every $1 invested in sport generates up to $124 in value.
Creative Economy Outlook 2022: Overview
The International Year of Creative Economy for Sustainable Development: Pathway to Resilient Creative Industries
The report looks at the current state of the creative economy. It examines the evolving definition of the creative economy and its contribution to sustainable development. Based on a 2021 UNCTAD survey, the report shows how countries govern and promote their creative economies and what national strategies and policies they have implemented. The report looks at the latest data on international trade in creative goods and services and finds that trade in creative goods and services generates increasing revenues for countries, with services having a dominant role. The report presents different measurement frameworks for the creative economy, discusses measurement and data challenges, and presents case studies from developing countries. It also discusses how new and emerging technologies, especially increasing digitalization since the COVID-19 pandemic, contribute to fundamentally changing creative industries. As requested by the General Assembly resolution 74/198, the report includes a special section on implementing the International Year of Creative Economy and how it advances the 2030 Agenda. The report notes that the concept and definition of the creative economy are diverse, representing countries’ cultural diversity, but also due to different economic structures, statistical methodologies, and classification used. It encourages governments to recognize the importance of the creative economy by conceptualizing it based on existing definitions and classifications. The report highlights the importance for countries to map and measure the creative economy and industries, including their contribution to international trade.
Progress on the Sustainable Development Goals: The Gender Snapshot 2024
Progress on the Sustainable Development Goals: The Gender Snapshot 2024 is the latest edition in an annual series produced by UN-Women and the United Nations Department of Economic and Social Affairs. Covering all 17 Goals, the report highlights new data and evidence on gender equality trends and gaps. It finds that the world is still falling short on its commitments to women and girls. There are some points of light. They include declining poverty, narrowing of gender gaps in education and a push for positive legal reforms. Yet just six years before the 2030 deadline for the Goals, not a single indicator under the gender equality Goal has been fully achieved. Ending extreme poverty among women could take 137 more years at the current rate of change. No country has all relevant laws to prohibit discrimination, prevent gender-based violence, uphold equal rights in marriage and divorce, guarantee equal pay, and provide full access to sexual and reproductive health. Gender parity in parliaments may not be reached before 2063. The report stresses the high cost of not investing in women’s rights, and calls attention to proven solutions that benefit women, girls and entire societies. It champions radical action to shift the current trajectory and dramatically accelerate progress on gender equality and women’s rights.
Since 7 October 2023, large-scale Israeli military operations in the Gaza Strip, including aerial bombing and ground offensives, have killed more than 41,000 people. Women and children account for over half of all fatalities. Some 95,000 people have been injured, and approximately 75 per cent of the population has been displaced. Most people reside in overcrowded shelters with limited access to food, water and sanitation. The war has caused a catastrophic public health crisis, leading to a spike in preventable deaths, the rapid spread of diseases, and high rates of physical and mental illnesses. After more than 11 months of war, an estimated 177,000 women face life-threatening health risks, including from non-communicable diseases and hunger and poor nutrition during pregnancy. Close to 84 per cent of health facilities has been damaged or destroyed. Those that remain lack medicine, ambulances, electricity, water and the ability to provide even basic life-saving treatments. At least 491 health-care workers have been killed: 345 men and 146 women. To better understand the gender dynamics of the health crisis, between March and April 2024, UN Women surveyed 600 people, 305 women and 295 men, across Gaza’s five governorates, asking about their health and well-being. Twelve key informant interviews provided additional perspectives. This gender alert on the war in Gaza is the fifth in a series by UN Women. It explores how the conflict has affected women’s physical and mental health and is intended to support evidence-based advocacy and services.

Gender Alert: No Excuse - Calling for an End to Gender-based Violence in Sudan
More than 11 million people have been displaced amid the conflict in Sudan as of October 2024, with more than half (54 per cent) being women and girls. An estimated 12 million people are currently at risk of gender-based violence, as described in this new Gender Alert by UN Women. Documented cases of mass and systemic rape highlight the use of sexual violence as a weapon of war, leaving survivors in dire need of medical, psychological, and social support. Since December 2023, the number of survivors of gender-based violence, including conflict-related sexual violence, seeking services increased by 288 per cent, illustrating the scope of the crisis. Evidence shows that women and girls from ethnic minority groups are being deliberately targeted.
National Time Transfer Accounts Manual
Measuring and Analysing the Gendered Economy
NTAs (United Nations, 2013) provide a framework for studying the age dimension of economic activity and answering one of the most fundamental questions about how our societies work – how do resources get to people who produce less than they consume because they are too young to produce enough or too old and facing lowered productivity through the ageing process or who want to retire? NTAs start with the established national accounting framework, which measures economic stocks and flows as national-level aggregates. The NTA methodology employs survey and administrative data, assumptions and models to disaggregate those national accounts aggregates by age. It can then infer how resources move from the ages in midlife when we earn more income than needed to sustain ourselves to younger and older ages when we do not. These flows arise between persons through transfers but also within one person’s life over time through the accumulation and disposition of assets and debts. The nature of these support systems in a country can have implications for economic growth, social protection programmes, and economic and social stability over time. NTAs have been estimated by national teams in over 80 countries using the same standard methodology as established in the UN Manual on National Transfer Accounts (2013). This work has revealed what the NTA framework refers to as the “generational economy” in many countries over many different periods, showing how people produce, consume, share and save resources by age (Lee & Mason, 2011). In addition, it has yielded important practical and theoretical insights into how population change impacts individuals, economies, and economic policy. The work is supported via a network of government officials and researchers – the National Transfer Accounts network (www.ntaccounts.org) in addition to training support provided throughout the UN system by the United Nations Population Division, UNFPA, and the regional economic commissions.
Gender Alert: Women and Girls of Sudan - Fortitude Amid the Flame of War
This publication provides a detailed analysis of the ongoing humanitarian crisis in Sudan, focusing on its disproportionate impact on women and girls. As the country faces the largest internal displacement since the Syrian civil war, millions of Sudanese, particularly women and children, are grappling with severe challenges. This report highlights key data on displacement, malnutrition, lack of access to healthcare, gender-based violence, and food insecurity. It also explores how deeply entrenched gender inequality exacerbates the vulnerabilities of female-headed households and the critical barriers women face in accessing essential resources. It also offers a comprehensive overview of the socio-economic and health impacts on women and girls, drawing from recent assessments and data. The report emphasizes the need for targeted humanitarian interventions. We consider it as an essential resource for understanding the gender dimensions of Sudan’s humanitarian crisis and calls for focused action to mitigate its effects.
World Survey on the Role of Women in Development 2024
Harnessing Social Protection for Gender Equality, Resilience and Transformation
The World Survey on the Role of Women in Development is presented every five years to the Economic and Financial Committee of the United Nations General Assembly. It provides a unique opportunity to put gender equality issues on the economic policy agenda and bring together perspectives on human rights and sustainable development. This ninth edition takes stock of progress, gaps and challenges in building comprehensive, gender-responsive social protection systems. It provides examples and recommendations on how these systems can better protect women and girls from poverty and deprivation, strengthen their resilience to shocks, and transform social norms, structures and institutions that keep them from realizing their full potential. To produce the report, UN-Women brought together researchers, policymakers, civil society actors and United Nations system partners. The report draws on their collective expertise to provide guidance to policymakers and support advocacy for a new generation of gender-responsive social protection systems equipped to uphold rights and advance sustainable development.

The Impacts of the Availability of Firearms in Central America
Armed violence, the subject of this publication, represents one of the most damaging security problems for Central America’s inhabitants. Violent deaths caused by firearms in countries in the region comprise between 70 and 90 per cent. Regulatory frameworks in different countries seem to be inadequate in controlling firearms used in acts of violence. This study aims to address the lack of information and analysis on matters such as the role of Governments in restraining violence and controlling the availability of firearms, the impact of transnational organized crime, and the porosity of borders and corruption. It also concludes that armed violence does not affect all members of society, such as women and youth, in the same way.
The World’s Women 2000
Trends and Statistics
The World’s Women 2000: Trends and Statistics is a unique compilation of the latest data documenting progress for women worldwide in six areas: health, human rights and political decision-making, and families. The Report attempts to answer the urgent but complex question of the progress the world’s women are making in their lives. The Report stresses that new data is needed on issues unique to women - such as violence against women and maternal health. The World’s Women 2000 is the third in a series of reports that has broken new ground and the data in the present publication is intended to provide a ’snapshot’ of some of the more salient statistical findings since 1995, while also drawing recent changes and long-term trends. This revealing book remains the most complete description to-date of women’s conditions and contributions worldwide.
Tackling Sexual Violence in Somalia: Prevention and Protection
This report is jointly published by the United Nations Assistance Mission in Somalia (UNSOM) and the Office of the United Nations High Commissioner for Human Rights (OHCHR). The report provides a fact-based analysis of progress and obstacles in the prevention and response to conflict-related sexual violence (CRSV) between 1 January 2017 and 31 December 2022. The report covers eight areas. The first is the context in which the violations reported occurred, which is one of a non-international armed conflict and a protracted humanitarian crisis. The second area covers the trends and patterns of CRSV. Alleged perpetrators are covered in the third section, while the fourth identifies the types of incidents and violations reported and the profile of the survivors. The fifth section covers service provision and the challenges that survivors face. This is followed by a discussion of Somalia’s legal framework on the protection of women and girls as well as legal reform efforts. The seventh area examines good practices for addressing the consequences of sexual violence and the lessons that can be drawn from there. The report concludes with recommendations to the Somali national authorities and the international community.

Government Responses to COVID-19: Lessons on Gender Equality for a World in Turmoil
The overlapping impacts of the COVID-19 pandemic, accelerating climate disasters and geopolitical conflict are a threat to gender equality and women’s rights across the globe. This report from UN Women and UNDP shows what governments can do now to prevent further rollbacks and recover lost ground, while enhancing resilience and preparedness for future shocks.Drawing on a unique global dataset of close to 5,000 measures adopted by 226 countries and territories in response to COVID-19, the report finds that overall, government responses paid insufficient attention to gender dynamics. At the same time, instances of innovation and learning hold important lessons for gender-responsive policymaking in times of crisis.

Pathways to Influence
Promoting the Role of Women’s Transformative Leadership to Achieve the SDGs in Asia and the Pacific
A key driver for progress is Sustainable Development Goal target 5.5 on promoting and strengthening equal opportunities for leadership at all levels of decision-making in political, economic and public life. Women leaders are making an impact across Asia Pacific. Women’s presence in local, state and national levels of government has influenced higher female voter turnout, increased gender sensitive policies and a stronger focus on improving social, health and safety services. In business, evidence is emerging to show that a higher proportion of women managers is significantly associated with an increase in profit. Nevertheless, leadership also remains out of reach for too many women across Asia and the Pacific. The representation of women in the region’s parliaments illustrates the disparities which can be found across all areas of society. In 2018, the average representation of women in Asia and the Pacific, at 18 per cent, lagging behind the global average of 24 per cent. ESCAP, under the auspices of the UN Regional Coordination Mechanism Thematic Working Group on Gender Equality and Empowerment of Women, prepared a report on critical enablers for women’s leadership with a focus on its transformative impact on the societies. The report “Pathways to Influence: Promoting the Role of Women’s Transformative Leadership to Achieve the SDGs in Asia and the Pacific” highlights four key pathways to women’s transformative leadership, including growing consciousness and capabilities; accessing resources and opportunities; shaping and leveraging formal policies, laws and rules; transforming social norms and exclusionary practices. The report draws on research and data, as well as the journeys of 17 women leaders from 14 countries across the region to identify key factors that have enabled women leaders to inspire change in their diverse areas, ranging from business, agriculture, peace, technology, urban development and local governance to the rights of women, workers, minorities and persons with disabilities.

Towards Equal Opportunity for Women in the Defence Sector
Advancing equal opportunities for women in defence is of paramount importance for keeping, building, and sustaining peace. Representation and diversity allow Member States to leverage broadened skillsets and improves operational effectiveness as well as community trust. The need for diverse perspective and skills in the defence sector is more critical than ever. Through security sector reform, governments can work towards the full, equal, safe and meaningful participation of women in security and defence institutions. Security Council resolutions emphasize the importance of women’s participation in national security sectors and calls on Member States to implement reforms that address and remove legal and institutional barriers to women’s participation in the security and defence sectors. Additionally, this year world leaders adopted the Pact for the Future, which underscored that women’s equal participation is crucial to achieving and sustaining peace, security and development. To take stock of the status of women in defence the United Nations developed the first-ever United Nations Report on Equal Opportunity for Women in the Defence Sector, further to the recommendation of Secretary-General Guterres in his latest Report on strengthening security sector reform. This report puts forward a set of recommendations – based on Member States’ legislation, policies and practices – on measures countries could consider adopting to enhance the full, equal, and meaningful participation of women in defence.

Manual on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment
This revised edition strengthens the widely recognized and highly valued Istanbul Protocol standards on the effective investigation into and documentation of torture and ill-treatment. Relying on multi-sectoral engagement, specialized global expertise, and practical experiences of law, health, and human rights professionals in the field, including members of United Nations anti-torture bodies, the updated edition seeks to fortify the implementation of international norms and preventive tools to assist survivors of torture worldwide. The Istanbul Protocol and the accompanying “Istanbul Principles” also serve as a global standard against which the delivery of expert legal and medical evidence can be benchmarked in the investigation and prevention of torture.

Generation Equality Accountability Report 2024
Generation Equality is a global initiative that aims to drive change through a multigenerational and multi-stakeholder approach, focusing on key issues like equal pay, fair distribution of unpaid care work, eradicating gender-based violence, healthcare access, and increasing women’s political participation. The third edition of the Generation Equality Accountability Report presents findings from the 2024 Commitments Reporting Survey. A year after the 2023 mid-point assessment, 53 per cent of Commitment Makers reported on 71 per cent of their commitments - a significant 40 percentage point increase from 2022. Notably, 160 Commitment Makers reported for the first time, reflecting growing engagement and accountability. This momentum is further evidenced by the USD 50.3 billion pledged towards gender equality by governments, the private sector, and multilateral organizations. Additionally, the Women, Peace, and Security and Humanitarian Action (WPS-HA) Compact highlighted that global instability affected 52 per cent of signatories, prompting 42 per cent to intensify efforts in conflict-affected regions. The report underscores Generation Equality's critical role in advancing gender equality within the 2030 Agenda. An overwhelming 94 per cent of Commitment Makers advocate for scaling up Generation Equality’s actions beyond 2026. The Accountability Report illustrates how Generation Equality has become a powerful catalyst, aligning with the vision of the 2024 Summit of the Future, particularly in promoting effective global cooperation and accelerating progress towards the Sustainable Development Goals.
Generation Equality Accountability Report 2022
In the UN Decade for Action on Gender Equality, people around the world have pledged to move from rhetoric to action and to work together to drive lasting change, starting now. Through the 2021 Generation Equality Forum in Mexico and France, world leaders and partners committed to eliminating gender inequalities and to financing and implementing laws, policies, and programmes to meet priority actions and targets in a Global Acceleration Plan for Gender Equality. The aim is simple but profound: deliver irreversible, quantifiable results for women and girls in all their diversity. Together, commitment makers and signatories of a series of Action Coalitions, along with the Compact for Women, Peace and Security and Humanitarian Action have begun to build an ambitious global movement. It unites diverse partners committed to collective accountability for women and girls. This accountability is the driving force of this report, which takes stock of the bold commitments made at the Forum one year into implementation. Through a survey of commitment-makers, the report sheds light on the nature of the commitments and assesses measurable progress. It highlights trends and notes where more work is needed. Generation Equality was born from the idea that the world could make catalytic progress on gender equality if a wide range of stakeholders united around a transformative vision and worked together to achieve it. These preliminary findings demonstrate that, while more remains to be done, collective action is powerful in making commitments real in the lives of women and girls.
Generation Equality Accountability Report 2023
Halfway through the 2030 Agenda for Sustainable Development, the world is failing to achieve gender equality, making it an increasingly distant goal. The latest available data shows that despite the strong rhetoric, none of United Nations’ Sustainable Development Goal 5 (Gender Equality) indicators are met, and multiple crises, regressive laws, violence, and discrimination continue to exacerbate gender inequality. Launched in 2021 in Mexico City and Paris, Generation Equality is the world’s leading effort to unlock political will and accelerate investment and implementation on gender equality. It brings together organizations from every part of society – through intergenerational, multistakeholder alliances – to catalyze progress, advocate for change, and take bold actions together to deliver concrete, game-changing results for girls and women. At the Generation Equality midpoint, this second Accountability Report demonstrates, through compelling analysis of new data, case studies and inspiring examples that Generation Equality is gaining momentum and providing a common platform to address the key gender equality issues of our time.

The intersectional challenges related to gender, age, ethnicity, disability and other socioeconomic factors are reflected in the analysis. The report aims to identify opportunities to address gender inequalities and inform the development of future policies and programmes that can bring about gender-transformative changes for all women and girls of diverse background in Asia and the Pacific.
Gender Alert: Gender and Displacement in Lebanon at the Juncture of the Ceasefire
Between October 2023 and late November 2024, Lebanon experienced the largest escalation of hostilities with Israel since the 2006 War. Intense Israeli airstrikes coupled with evacuation orders across Lebanon, including in eastern and southern Lebanon and the southern suburbs of Beirut, resulted in mass displacement and heightened socioeconomic vulnerabilities among affected populations. As of 24 November 2024, close to 900,000 individuals were displaced due to the conflict, with women and girls making up 51 per cent of the internally displaced population. Of an estimated 260,000 households, close to 21 per cent were women-led households. Additionally, more than 80,000 Syrians and 3,466 Palestinian refugees in Lebanon were among the displaced. The conflict took a profound toll on people’s lives. Lebanese health officials estimate that, since the escalation of hostilities on 8 October 2023, 4,047 people have been killed and 16,638 wounded, including at least 790 women and 316 children. As commonly witnessed in other contexts, this latest Gender Alert confirms that while the conflict impacts civilians indiscriminately, women and girls have been disproportionately affected due to multiple and intersecting forms of discrimination that heighten their exclusion and risks.
World Fertility 2019
Early and Later Childbearing among Adolescent Women
This report presents new estimates of the levels and trends in adolescent fertility worldwide over the past 30 years (from 1990-1995 to 2005-2010) and, where data are available, disaggregates adolescent fertility and the factors underlying by age.
Empowering Arab Women Through Wage Equality
A Comprehensive Analysis of Wage Disparities and Strategies for Promoting Equal Pay in the Arab Region
The Arab region continues to experience persistent gender-based disparities despite global efforts towards inclusivity and gender equality. Sustainable Development Goals (SDGs) 5 and 8 focus on promoting women's economic empowerment and ensuring equal pay, but progress in the Arab region remains slow. Women in the Arab region face significant barriers to accessing quality jobs, skills training, and fair wages, resulting in high unemployment and low labour force participation. Gender wage gaps are widespread, with men consistently earning more than women across various sectors. Although many Arab countries have laws mandating equal pay, enforcement remains inconsistent. Cultural norms and occupational segregation further exacerbate these disparities. This study investigates the gender wage gap and its determinants across seven Arab countries – Egypt, Iraq, Jordan, the State of Palestine, the Sudan, Tunisia and Yemen – using the Oaxaca-Blinder decomposition method to quantify the portion of the wage gap attributable to discrimination. Drawing on data from labour force surveys and labour market panel surveys, the study provides a cross-country analysis of wage disparities. Bridging the gender wage gap in the Arab region will require sustained efforts and comprehensive strategies. This study offers practical recommendations to address these disparities and advance gender equality in the workforce.
