The objectives of electoral, constitutional and political reforms, as a strategy to improve and democratize governance in Africa, are threefold: to manage diversity in ways to mute diversity-related fallout—especially violence—when ethnicity and other identity-based diversity is mobilized; to bring about structural and institutional changes in the architecture of democratic governance; and to reorient anti-democratic political cultures through civic and voter education to advance the prospects and possibilities of democracy.
