The expression “soft power” is so widely used – and frequently misused – as to have become almost a cliché. It is nevertheless a useful concept, which helps to inform an understanding of public diplomacy. In this lesson we shall look at how the term came into being, consider the relative merits of hard and soft power, and discuss the impact of the concept of soft power on the practice of diplomacy.
