More than 2,000 onsite participants from all continents representing governments, intergovernmental organizations, private sector, civil society and the technical community participated. The forum played a key role in facilitating policy debates and identifying emerging issues for discussion on topics such as Net Neutrality; the Internet Assigned Numbers Authority (IANA) stewardship transition and pressing questions about Human Rights online, among many others. This report contains conclusions and outcomes of more than 100 expert-led discussions, debates and edited transcripts of all the main sessions.

Introduction and Acknowledgements

This is the ninth volume of the annual Internet Governance Forum (IGF) proceedings produced by the IGF Secretariat since the first meeting in Athens in 2006. The production of this book is part of the Secretariat’s mandate, which was established during the creation of the IGF itself. It is a way to capture important institutional memory of the discussions and debates during the now thousands of sessions that have taken place within the IGF in its first nine years. This book is also the first volume of proceedings to be published since the IGF Multi-stakeholder Advisory Group decided to encourage more tangible outputs from the annual IGF. The decision to evolve the format of the proceedings was prompted by both the ongoing organic development of the IGF as well as by the recommendations of the Commission on Science and Technology for Development (CSTD) Working Group on Improvements to the IGF.
