The world is just beginning to grapple with the full implications of making military-related resources serve non-military purposes. This publication examines the unique potential of worldwide military establishments to augment the civilian capabilities of the international community in meeting the environmental challenge. It concentrates mainly on the possible environmental uses through reorientation, redeployment or redirection of resources currently used by the military or those which may be released through arms reduction.

Ours is an era of opportunities. Vast political energies have been released by the end of the cold war. New possibilities have been opened for a more productive utilization of the world's reo sources. Several major areas of international concern can now benefit from a re-direetion, reorientation and redeployment of resources released through the unprecedented progress in actual reductions of armaments and armed forces.
