In February of 2007, Secretary-General Ban Ki-moon outlined for the General Assembly his intentions with regard to strengthening the capacity of the Organization to manage and sustain peace and security operations and to advance the disarmament agenda (see A/61/749 of 15 February 2007). He concluded that what was needed was an office headed by a High Representative so as to maximize the flexibility, agility and proximity to the Secretary-General required to facilitate ongoing and new disarmament and non-proliferation efforts, and that the arrangement would allow for more systematic interaction between the Secretary-General and the High Representative.
