Reduction of military budgets

On several occasions prior to 1970, the General Assembly addressed itself to the general problem of reduction of military budgets in the context of general disarmament or the question of economic assistance to developing countries. However, this approach to disarmament failed to lead to concrete results, primarily because the questions of definition of military expenditures, comparability of budgets and verification of expenditures proved to be serious obstacles to progress in the matter.
