Strengthening of the security of Non-Nuclear-Weapon states

The issue of greater security for non-nuclear-weapon States is almost as old as the nuclear weapon itself. Over the years, as the nuclear arms race continued and more countries achieved a nuclear-weapon capability or approached a nuclear threshold and new strategic doctrines emerged, including some which envisaged the possibility of limited nuclear war, the non-nuclear-weapon States, especially those outside military alliances that included a nuclear-weapon State, became increasingly concerned with the need for effective measures to ensure their security against the use or threat of use of nuclear weapons.
