The question of general and complete disarmament: The comprehensive programme of disarmament

The axiom that general and complete disarmament under effective international control must be the final goal of United Nations endeavours to achieve and ensure lasting international peace and security continued to obtain in 1990. Both of the established strategies for achieving this objective were still discernible in the positions of States and groups, albeit once again with lessening emphasis on the earlier, comprehensive approach.
