The challenge facing countries and regional bodies in the Asia and Pacific regions will be to determine the best way, collectively and individually, to develop the legislative and operational frameworks to effectively implement UNSCR 1540. A strategic and coordinated approach for the delivery of assistance programmes is important. In the author’s view, the preferred approach is for assistance to be coordinated through regional organizations working with bodies such as the United Nations and potential donors on the development of regionally focused technical assistance programmes.
