The UN Seminar on “Implementing the UNSC Resolution 1540 (2004) in Latin America and the Caribbean” was aimed at raising awareness about the obligations and requirements of the Resolutions 1540 and 1673 (2006) and at increasing and facilitating cooperation and assistance in implementing them at the national and regional levels.

Brazil: Regional implementation priorities in the area of export controls

Disarmament and non-proliferation are closely related processes that mutually reinforce each other. The risk of terrorists gaining access to nuclear, radioactive, biological and chemical technologies, equipment and materials has become increasingly more ominous. Only an instrument adopted as a result of multilateral negotiations among all Members States could provide an efficient, effective and fully legitimate response to this threat. It is crucial to obtain a balance between development and security that entails strengthening controls over transactions in technologies, equipment and goods that have the potential to be used for nonpeaceful purposes.
