The UN Seminar on “Implementing the UNSC Resolution 1540 (2004) in Latin America and the Caribbean” was aimed at raising awareness about the obligations and requirements of the Resolutions 1540 and 1673 (2006) and at increasing and facilitating cooperation and assistance in implementing them at the national and regional levels.

UNSCR 1540 is a matter of global ownership: all are responsible for making it effective. Potentially all States can be unknowingly involved in illicit trafficking as transit and transshipment States, or as targets. Concrete and firm action are important in the area of export controls and to secure sensitive materials worldwide. Since the 2003 adoption of the EU Strategy against the proliferation of WMD, an extensive cooperation programme in export controls has been launched, joint action in support of IAEA assistance and cooperation programmes have been adopted and activities in support of the CWC and the BWC have been developed.
