While there have been significant advances in the creation of international legislation towards non-proliferation and disarmament, the risk of WMD proliferation by both States and non-state actors is a threat to global peace and security. Through UNSCR 1540 all Member States must adopt and apply effective measures to establish effective controls, avoid selling and transporting nuclear materials, chemical substances and biological agents, and prevent non-state actors from acquiring these arms.
