内容提要

医疗和科研所用药物不可或缺且充分供应：这是《经1972年议定书修正的1961年麻醉品单一公约》所规定的两条基本原则。其后，精神药物也被确认为在医疗与科研用途上不可或缺。在1971年《精神药物公约》中，各缔约国还确认，这类药物的供不应受到过度限制。
