It has progressively turned into a severe threat to international and national security, as well as a major concern for a number of governments and communities. In addition, its evolving nature — in terms of drivers, financing sources and mechanisms, targets and modus operandi — makes it difficult to both predict how it will manifest globally and to reach a consensus on a comprehensive definition. This contributes to the complexity and fragmentation of the international counter-terrorism framework.
