The United Nations was founded in the aftermath of the unparalleled devastation inflicted by two subsequent World Wars, with the determination “to save succeeding generations from the scourge of war, which twice in our lifetime has brought untold sorrow to mankind”.1 Since then, significant technological and socio-economic advances have taken place globally, with tremendous progress in development occurring particularly in the Asia-Pacific region. Indeed, with hundreds of millions of people having been lifted out of poverty in the region and significant achievements made over a broad range of social, economic and environmental development indicators, Asia and the Pacific was instrumental in meeting the first Millennium Development Goals of halving rates of extreme poverty (ESCAP, ADB and UNDP, 2017).
