In August 2001, the UN agencies in the country published a single document that combined the Common Country Assessment (CCA) with UNDAF. Since the CCA is supposed to diagnose and identify the country’s development challenges and UNDAF is supposed to indicate how the UN agencies are going to address them, a combined sequential presentation would seem logical at first sight. However, in this particular case, the logic appears to have broken down.
