This two volume report on Viet Nam’s Assessment of Development Results (ADR) focuses on the following three thematic areas: fostering democratic governance; achieving the Millennium Development Goals (MDGs) and reducing poverty under a human development perspective; and ensuring environmental sustainability. Reflecting on the characteristics of Viet Nam’s economic history, its current juncture and prospects, the ADR examined the past with a forward-looking perspective.



Linkages with poverty eradication

Poverty reduction and economic growth have been undoubtedly the greatest achievements of Viet Nam over the last ten years. Poverty was cut by 50% between 1990 and 2000.This was mainly due to judicious decisions by the government to liberalize the country’s regulatory framework and stimulate economic growth. Much of the liberalization has had positive effects on agricultural production, thereby reducing poverty in rural areas and establishing a pro-poor path to growth.
