This latest edition of the Survey analyzes current economic and social developments in the region against the background of events in the world economy. It also focuses on the serios problems of growth and transformation of the area's least developed and Pacific Island developing economies.



Institutional structure and reforms

The Second Development Decade symbolizes a widespread concern for economic growth with social justice, but the adequacy of the existing institutional framework provides a major impediment to the effective implementation of plans and policies. This was noted by the Expert Group on Criteria, Machinery and a Detailed Scheme for Periodic Performance Evaluation during the Second Development Decade when it stated that “as a means to realization of the goals and objectives of the Second Development Decade and to the reduction of mass poverty, modernization of institutions and practices is indispensable.”
